The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is one year, with possibility of extension.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations

Introduction

The position is located in the ILO Decent Work Technical Support Team for East and South-East Asia and the Pacific (DWT Bangkok). DWT-Bangkok covers the following countries: Brunei Darussalam, Cambodia, Indonesia, Lao Peoplesโ€™ Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand, Viet Nam, China (including Hong Kong SAR and Macao SAR), the Republic of Korea and Mongolia; Timor-Leste, and the Pacific Island countries of Cook Islands, Fiji, Kiribati, Marshall Islands, the Republic of Palau, Papua New Guinea, Samoa, Solomon Islands, Tuvalu and Vanuatu.
The DWT Bangkok provides technical advisory support services for these countries to realize decent work for inclusive growth and sustainable development. These services include overall technical support for the preparation, implementation, monitoring and evaluation of Decent Work Country Programmes. DWT/Bangkok also provides strategic guidance in formulating policy and work programmes as required by the ILO country offices and the constituents in East and South East Asia in close collaboration with the ILO Regional Office for Asia and the Pacific (RO-Asia and the Pacific), the Decent Work Technical Support Team for South Asia (DWT-New Delhi) and headquarters technical departments.
The main role of the position is provide policy advice and technical assistance to help constituents integrate skills development into national and sector development strategies, strengthen national skills development policies and systems to be responsive, inclusive and quality assured, and integrate skills for the design and technical backstopping of development cooperation projects in the field of skills development, which includes targeting skills development in both formal and informal economy and formal and informal skills delivery methods in the countries covered by the DWT Bangkok. Significant emphasis will be given to addressing the training and skills needs of women, youth, persons with disabilities and informal economy workers and reskilling and upskilling for adult workers. The incumbent is expected to generate networks with partner and constituent organizations, leverage the growing technical expertise already in the countries to serve Decent Work programme priorities, and provide advice for up-scaling projects to policy levels. The position is to perform comparative research and to contribute to a regional cluster of skills specialists within the Asia-Pacific region.
The incumbent will also be required to coordinate and provide technical support to ILOโ€™s constituents in Cambodia for the development of the roadmap, and implementation, of the Global Accelerator for Jobs and Social Protection for Just Transitions.
The incumbent works under direct supervision of the Director of DWT Bangkok. The incumbent also receives the technical oversight and advice from the Chief of the Skills and Employability Branch (SKILLS) at HQ. The incumbent will work in close collaboration with other DWT technical specialists, and with the other ILO Country Offices in the sub-region, as well as UN bodies and other relevant regional and sub-regional and national institutions and initiatives.

Description of Duties

1. As primary specialist in the area(s) of skills and employability, be responsible for substantial segments of the work programme. Identify priorities, develop strategies, as well as deliver and coordinate high-quality technical support at regional, subregional and national levels to advance the Decent Work Agenda and social justice, taking into account the integration of cross-cutting policy drivers, including international labour standards, social dialogue, gender equality and non-discrimination, and a just transition towards environmentally sustainable economies and societies. Lead work streams/teams involved in this work and ensure the effective management of staff and consultants in accordance with ILO standards, the results-based management framework and through timely and effective use of the Performance Management Framework (PMF) and other feedback mechanisms, as applicable.
2. Review and facilitate the strengthening and effective implementation of inclusive institutional, legal and policy frameworks. Provide expert policy and technical advice in the area of skills development, TVET, apprenticeships, lifelong learning and employability to ILO constituents and other concerned stakeholders with a view to promoting the formulation of inclusive and gender-responsive policies and programmes, and their impactful implementation and monitoring to ensure equitable outcomes. Promote relevant international labour standards.
3. Support ILO constituents in identifying their needs and provide adequate technical support, including through comparative policy analyses. Facilitate the effective participation and advocacy role of employersโ€™ and workersโ€™ organizations in policy design, implementation and evaluation of decent work programmes and projects.
4. Provide technical inputs to the design and implementation of Decent Work Country Programmes (DWCPs) as well as UN and other development cooperation frameworks. Participate in multidisciplinary initiatives / efforts / developments / plans / reviews / activities, including on the implementation of the Global Accelerator for Jobs and Social Protection for Just Transitions with a view to ensuring an integrated approach for the delivery of the Decent Work Agenda.
5. Initiate, design, conduct/commission and/or coordinate innovative and gender-mainstreamed research and analysis that meets the evolving needs of constituents and other key stakeholders in the world of work and skills development, TVET, apprenticeships, lifelong learning and employability area and leads to the formulation of policies and programs designed to strengthen the involvement of enterprises and employer and workersโ€™ organizations in skill development systems, including through sectoral approaches and tripartite sector skills bodies and promote gender equality and balance in access to quality and relevant training.
6. Support the strengthening of ILO constituents' capacity to extend accessibility of relevant training in the formal and informal economies, with a particular emphasis on skills for green jobs, including apprenticeship systems and linking entrepreneurship and vocational training, with special emphasis on the financial and institutional sustainability of programmes and coherence with broader employment promotion and k tools and learning materials, pilot new guidelines, lead and/or coordinate workshops, meetings and other events, using innovative methods, digital platforms and communication tools. Develop and run/implement global and/or regional capacity development programmes, knowledge sharing and training events including in collaboration with the International Training Centre in Turin (ITC-ILO) and/or with other relevant partners as applicable.

7. Identify opportunities for technical and strategic partnerships in the skills and employability and related areas and develop new/reinforce existing partnerships and collaborative relationships with traditional and non-traditional partners/entities of the UN system / other international organizations / regional and national actors / private institutions / multilateral development banks / international financial institutions / research institutions / academia, civil society / other key stakeholders with a view to advancing ILOโ€™s strategic objectives and ensuring policy coherence / joint programme design and implementation / promoting awareness of ILOโ€™s values and strategic objectives / resource mobilization / influencing policy and financing decisions in support of decent work objectives and implementation of Global Accelerator for Jobs and Social Protection for Just Transitions.
8. Organize, facilitate and make technical contributions at seminars, conferences and other events. Represent and engage the ILO as a key player in meetings, conferences and forums at the international / regional / subregional / national / subnational levels concerned with strategies, policies or programmes in the field of skills and employability while supporting the mainstreaming of gender issues in national skills development policies and systems, and promote gender equality and balance in access to quality and relevant training.
9. Conceptualize, formulate, discuss and submit development cooperation project proposals, taking into account regional / subregional / national priorities on skills and employability related matters and the need to position these within relevant cooperation frameworks. Provide technical backstopping for development cooperation projects and promote and facilitate coherence and knowledge sharing among projects.
10. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree (Masterโ€™s or equivalent) in vocational education and training, human resources development, labour economics or other social sciences.
A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
PhD in a relevant afore-mentioned field would be an advantage.

Experience

At least seven years of experience in labour, employment and social issues with a focus on skills and employability, including at the international level. Previous experience related to UNCT coordination would be an advantage.

Languages

Excellent command of English.
