Description

The Multilateral Investment Guarantee Agency (MIGA) is a member of the World Bank Group (WBG), and our mission is to promote foreign direct investment (FDI) into developing countries to help end extreme poverty and boost shared prosperity on a livable planet. We do that through the provision of political risk insurance and public sector credit guarantees to investors and lenders against losses caused by noncommercial risks. In July 2024, the World Bank Group launched the WBG Guarantee Platform (WB GP), a major upgrade to its guarantees business, that will deliver improved guarantee access through a unified team at MIGA as well as innovative new guarantee solutions. These new reforms will help position MIGA to achieve the goal of tripling annual guarantee issuance to $20 billion by 2030.

Within this framework, MIGAโ€™s Industries Unit (MIGID) focuses on structuring and delivering scalable solutions across:

1.Project Equity & Debt Finance (Political Risk Insurance-PRI, Partial Risk Guarantees-PRGs): targeting private equity sponsors, project developers, and lenders.
2.Public Infrastructure Finance (Non-Honoring-NH, Partial Credit Guarantees-PCGs / Policy-Based Guarantees-PBGs): focusing on sovereigns, sub-sovereigns, and state-owned enterprises (SOEs).

The Senior Underwriter โ€“ Industries will support both product lines. This dual role requires expertise in both project finance and corporate/public sector finance, coupled with market knowledge and origination capacity, especially in North America, where MIGA seeks to deepen engagement with private equity, institutional investors, corporates, and developers.

Duties and accountabilities:

The Senior Underwriter will be responsible for developing, structuring, and underwriting complex transactions in both private project finance and public sector debt. Key responsibilities include:

1 Transaction Structuring & Execution

โ€ข Lead the structuring and underwriting of guarantees in project finance (equity and debt) transactions, including PPPs, energy, infrastructure, and other job-intensive sectors.
โ€ข Support the underwriting of public infrastructure finance operations, including sovereign, sub-sovereign, and SOE guarantees (NHFO, NH-Sub, PCG, PBG).
โ€ข Manage risk assessments, pricing, and structuring of transactions to align with MIGAโ€™s policies and risk appetite.
โ€ข Provide high-quality documentation and presentations for management and Board approvals.

2 Business Development & Origination

โ€ข Originate new business opportunities through direct client engagement, with a focus on North America to expand MIGAโ€™s investor base beyond traditional banking partners.
โ€ข Build and maintain relationships with private equity funds, developers, corporates, and institutional investors with EMDE exposure.
โ€ข Work with MIGAโ€™s regional teams to identify and prioritize opportunities aligned with WBG country strategies.

3 Collaboration Across WBG & Stakeholder Engagement

โ€ข Engage closely with WBG peers (World Bank Global Practices and IFC Industries teams) to develop scalable, programmatic solutions aligned with institutional priorities such as M300, ASCENT, DAREs, and Debt-for-Development (D4D).
โ€ข Ensure consistency of MIGA guarantees with WBG country partnership frameworks and corporate development goals.
โ€ข Represent MIGA at industry events, client meetings, and high-level conferences.

4 Innovation & Strategy Contribution

โ€ข Contribute to product innovation and design of scalable structures to address investment barriers in EMDEs.
โ€ข Support programmatic approaches for trusted sponsors and portfolio-based guarantees to increase replicability and efficiency.
โ€ข Provide market intelligence, especially on trends in North American capital markets and their application to EMDE transactions.

Selection Criteria

The ideal candidate will demonstrate deep technical expertise, strong client orientation, and the ability to operate across private and public finance transactions.

Minimum Requirements:

โ€ข Masterโ€™s degree in finance, business, economics, law, or related field and at least 8 years of experience in project finance, corporate finance, or structured risk solutions, preferably in Emerging Markets & Developing Economies (EMDEs), or an equivalent combination of education and experience.
โ€ข Proven expertise in structuring limited recourse project financings, Public Private Partnerships (PPPs), equity/quasi-equity transactions, and public sector debt operations.
โ€ข Strong underwriting, risk assessment, and financial analysis skills.
โ€ข Track record of working with DFIs, MDBs, ECAs, private equity funds, banks, or institutional investors.

Preferred Attributes:

โ€ข Demonstrated connections in North American capital markets (PE, developers, corporates, institutional investors).
โ€ข Experience collaborating with sovereigns, SOEs, and sub-sovereigns on credit-enhancement solutions.
โ€ข Familiarity with WBG instruments (PRI, PRGs, NHFO, PCG, PBG) and blended finance mechanisms.
โ€ข Strong negotiation, stakeholder engagement, and deal execution skills.
โ€ข Language skills: English required; French or Spanish preferred.ย
