Position Overview

Pact seeks a Senior Technical Advisor, Integrated Services for the anticipated USAID Access Miahy Activity. USAID Access Miahy's goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. USAID Access Miahy will build the capacity of Ministry of Public Health (MOPH) actors at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.

USAID Access Miahy is a $90M cooperative agreement with an anticipated start date of January 2025.

The Senior Technical Advisor, Integrated Services will be responsible for design, coordination, and implementation assistance of integrated health strategies and interventions across all project objectives, particularly Objectives 1 and 3. The candidate will be responsible for guiding technical staff to coordinate and innovate activities across the program to improve integrated service delivery as part of primary health care services at district, health facility, and community levels, including services for Family Planning (FP) and Reproductive Health (RH), Maternal, Newborn, and Child Health (MNCH), immunization, malaria, nutrition, Water, Sanitation and Hygiene (WASH), and mental health. This position reports to Deputy Chief of Party and provides technical/matrix supervison to positions, including assumed by parnters: FP/SRH and Youth Advisor, Malaria Advisor, Immunization Advisor and facility-based Mentoring and Training Advisor.

Key Responsibilities

Project Technical Oversight and Partner Advisory Support

  • Guide baseline assessment content surrounding service integration and develop project strategy and co-creation approaches for innovations to strengthen service integration.
  • Level for regional and district health management team focal points and partner staff.
  • Collaboratively with CQI officers and advisor, assess service integration as part of service quality monitoring and work with CQI teams for QI projects focused on improving service integration.
  • In collaboration with community-facility CQI bodies and community health leads, provide focused assessments and technical assistance to optimize community-level service integration.
  • Apply CQI learnings surrounding service integration within routine technical assistance provision.
  • Develop, review and/or adapt training materials, job aids, and other tools needed for effective implementation of quality integrated PHC services at facility and community levels.
  • Provide technical updates to Activity staff, at all levels, MOPH and development sector counter parts, including project research findings and other relevant publications.

    Monitoring, Evaluation and Learning

    • Collaboratively develop or adapt indicators to measure progress towards service integration.
    • Establish evidence on the program interventionโ€™s contribution to improved service uptake and related outcomes resulting from strengthened service integration.
    • Disseminate project learning by sharing key findings and lessons at technical working groups, stakeholder meetings, and program learning events.

      Partnership and Representation

      • Establish and maintain collaborative relationship with USAID Access Miahy staff.
      • Establish and maintain collaborative relationships between the Activity team, relevant government departments within the MOPH, and USAID Mission.
      • Represent USAID Access Miahy at relevant national technical working groups and other relevant events as necessary or as delegated.

        Basic Requirements

        • Medical degree or Masterโ€™s degree in public health or other relevant field and a minimum of 8+ years of relevant experience of public health program technical programming.
        • Minimum of 5 years leading primary health care, quality improvement, or related technical component of a USAID-funded project of similar size and scope. Experience in Madagascar strongly preferred.
        • Documented hands-on practical experience developing or adapting, providing technical assistance for, and assessing integrated primary care activities for facility and community-based health programs in developing countries, including data quality assurance.
        • Demonstrated expertise in at least one of the following areas: community-level health interventions, health service quality improvement, primary health care training and mentoring, or clinical capacity strengthening.
        • Familiarity with USAID indicators and reporting requirements.

          Preferred Qualifications

          • Knowledge of the political, social, and economic context of Madagascar.
          • Experience designing or implementing gender- or youth-sensitive health programming.
          • Malagasy nationals are strongly encouraged to apply.

            Salary for this position is commensurate with local office salary scales and will be determined based on the candidate's experience and qualifications.
