    Organizational Setting and Reporting Relationship

    The position of Senior Secretariat Specialist is assigned in the Office of the Secretary (SEC). SEC provides strategic and operational support to ADB, the Board of Governors (BOG), and the Board of Directors (BOD). You will be based at our headquarters in Manila, Philippines.

    You will report to the Assistant Secretary and will oversee junior team members.

    Your Role

    As a Senior Secretariat Specialist, you will manage appointments and remuneration reviews for Management and the BOD, facilitate communication between the BOD, Management, and departments on strategic matters, advise on governance matters, and prepare briefing notes and other documents for Management and the BOD

    You will:

  • Assist the Secretary and Assistant Secretary in providing information to the BOD, working with relevant departments and inter-departmental working groups.
Prepare and review briefing notes, talking points, memos, correspondences, statements/remarks, meeting minutes, and Board documents for the Office of the President and SEC. Prepare summaries of Board meetings for uploading on the Board Comments Tracker. Oversee the election and appointment processes for the President and Vice-Presidents. Manage the review of remuneration for the BOD and the President and provide secretariat support to the Committee on Remuneration of the BOG. Oversee the salary review process for Vice-Presidents and provide advice to the BOD. Organize the eVoting process for BOG resolutions. Manage the application and voting process for new memberships, including coordination with relevant departments. Respond to queries on operations and procedures based on the ADB Charter, By-Laws, and Rules of Procedures of the BOG and BOD. Monitor and follow up on issues raised by the BOD during Board meetings. Lead reporting staff with clear guidance, performance monitoring, feedback, and development opportunities. Provide support to a Board committee as needed. Provide support to the management of events, including the Annual Meeting of the Board of Governors, as needed. Perform other related secretariat tasks as assigned by the Secretary and Assistant Secretary.

Qualifications

You will need:

Master's degree in economics, business management, communications or related fields. Alternatively, a university degree in related fields combined with additional relevant professional experience can be considered. At least 10 years of relevant professional experience, preferably with experience in corporate governance. International experience working in several countries. Excellent oral and verbal communications skills in English. Demonstrated client orientation; sensitized to working in a diverse and multicultural environment. A high degree of integrity in handling confidential matters. Familiarity with operations, policies, and procedures of multilateral development banks and financial institutions. Experience dealing with senior staff, Management, Board members, and high-level government officials. Please refer to the link for ADB Competency Framework for Technical International Staff grade 2.
