General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition

Possession of a valid automobile driving license and ability to drive using manual transmission

Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

- First-level university education in international studies, public policy, political science or law or related fields;
- Diplomatic experience or experience working in political affairs with international organizations or governments;
- Experience in preparing analytical reports;
- Excellent communication and drafting skills;
- Knowledge of regional political history and developments;
- Diplomatic and negotiating skills;
- Familiarity with OSCE principles and commitments

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education: First-level university degree in a relevant field
Experience: Minimum 6 years of relevant professional experience

Mandatory:

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;

Relevant professional experience in fields of law enforcement and/or security sector;Strong leadership skills; ability to set a vision for the Politically-Military Dimension to lead a collaborative team toward the organization's goals, to prioritize tasks, and to enable creativity and initiative-taking among the team members; Demonstrable organizational skills; ability to understand the organization's goals, and then plan, implement, and solve problems effectively to reach those goals;Strong interpersonal skills; ability to establish and maintain effective working relationships with colleagues of different cultural, religious, gender, and political backgrounds; ability to foster collaboration across the team and address interpersonal conflict;Proven ability to establish contact and develop relations with governmental and non-governmental organizations as well as diplomatic missionsSignificant experience in project management, budget development and administration;Strong presentation, public speaking and negotiation skillsDemonstrated understanding of the comprehensive approach to security with a track record of promoting and facilitating the approach in practiceDemonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activitiesProfessional fluency in the English language and ability to draft and edit documents clearly and concisely;Working knowledge of Russian or Uzbek; ability to conduct substantive business in one of these languages;Proficiency in standard office IT applications (MS Office) and ability to use digital collaboration tools (e.g., Teams, Zoom, shared platforms)

Tasks and Responsibilities

Under the direct supervision of Head of Office, the incumbent is responsible for:
Strategic Leadership & Advisory
1. Advising the Head of Office on politico-military issues within the Mission mandate;
2. Leading strategic planning and managing the project portfolio in the field of PMD;
3. Acting as Officer-in-Charge during the absence of Head of Office.
Programme & Project Management
4. Designing, drafting (narrative and financial), developing, coordinating and implementing projects and activities in the field of PMD;
5. Leading programme budgeting, ensuring effective allocation and monitoring of resources and its utilization;
6. Ensuring timely and full implementation of the PMD Activities programme in compliance with the OSCEโ€™s Common Regulatory Management System (CRMS).
Representation & External Relations
7. Representing the Mission at meetings, conferences, and events as required, including in an active role as speaker, moderator, or chairperson etc.;
8. Establishing and maintaining relations with governmental institutions, non-governmental organizations, diplomatic missions, and international partners;
9. Supporting the organization of regional events, seminars, and official visits to the area by OSCE Delegations, as well as other events with OSCE participation.
Reporting & Analysis
10. Assessing and preparing reports on politico-military issues relevant to the Mission mandate;
11. Providing regular updates and inputs to Head of Office.
Team Leadership & Management
12. Supervising five Mission members, ensuring collaboration and commitment;
13. Creating an enabling and environment for successful programme/project implementation.
Other Duties
14. Perform other responsibilities as assigned by the Head of Office.
