    Organizational Setting and Reporting Relationship

    The position of Senior Project Officer is assigned to the Public Sector Management and Governance Sector Office (SD3-PSMG) within Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, programs, and integrated solutions that advance ADB's strategic agenda in the region and with ADB's clients. SD3 which is comprised of three sector offices, supports or delivers sovereign, non-sovereign, and advisory operations; deliver knowledge services; support regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensure ADB's technical leadership externally and internally.

    SD3-PSMG leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade and governance sectors. You will be based at our Mongolia Resident Mission (MNRM).

    You will report to the designated Technical International staff or Director, SD3-PSMG on operational and policy-related matters and have a matrix reporting line to the Country Director, MNRM or designated technical international staff on day-to-day administrative matters and will oversee junior team members.

    Your Role

    As a Senior Project Officer, you will provide technical and operational support in project and TA administration, processing, and implementation in the public sector management and governance sector, provide sector analyses for Country Partnership Strategy (CPS), country programming mission (CPM) and country portfolio review mission (CPRM), and policy analyses and dialogues. You are expected to take the assigned accountabilities to the position and demonstrate substantial and diverse experience, capability to undertake a variety of assignments, and to generally work under minimal supervision.

    You will:

  • Contribute to sector work in the field by independently conducting sector research, updating information on the public sector management and governance sector (PSMG), analyzing technical, institutional or economic issues; and prepare analytical reports on the subjects.
Be a sector focal point for SD3-PSMG and maintain close relationships with relevant government agencies and ADB Headquarters staff. Participate in the loan processing missions of projects and provide written inputs in sector information and analyses; follow up issues for fact-finding, negotiation and Board presentation; provide support for carrying out policy dialogue with the government on policy matters and institutional issues. Where assigned to assume the lead role in the processing and administration of specific loans and technical assistance (TAs), engage with RM and HQ offices of ADB, Government agencies, development partners, private sector partners, and other partners to facilitate the successful formulation and processing of loan and TA projects. Provide comments on draft bidding documents and Bid Evaluation Reports and social safeguard documents to ensure compliance with ADB policies and contributes to policy dialogue with government officials in the context of project and TAs processing and administration. Undertake comprehensive project review missions independently, prepare the necessary aide memoires and back to office reports and take follow up action. Prepare and update forecasts of contract awards and disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels. Engage with RM and HQ offices of ADB, government agencies, development partners, private sector partners, and other partners to facilitate the successful implementation and monitoring of loan and TA projects in the public sector management and governance sector. Participate in Country Portfolio Review Missions and monitor the performance of the portfolio of ADB projects in the PSMG and related sub-sectors, including preparing the related pre- and post-mission documentation. Independently prepare Project Completion Reports (PCRs) / TA Completion Reports (TCRs) as and when assigned. Provide guidance to junior officers to facilitate work planning, work execution and quality control. Perform other responsibilities that may be assigned as reflected in the your workplan.

Qualifications

You will need:

Bachelor's degree in economics or relevant fields, preferably with Master's Degree or equivalent. At least 8 years of relevant professional experience in project management and implementation and at least 4 years of supervisory experience. Experience of different stages of the project cycle (project planning /feasibility analysis / detailed design / project implementation / construction supervision /contract management) is desirable Proficiency in English report writing and communication Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB. Proficiency to mentor junior team members to facilitate work planning, delivery and quality review Proficiency to liaise and work effectively with government officials within own work location Proficiency to work collaboratively with teams as a constructive team member. Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB’s in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This opening is a local staff position. It is open only to nationals and residents of Mongolia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
