POSITION SUMMARY: The Senior Program Manager provides project management oversight to USAIDโs Esho Shikhi Activity that improves early grade reading outcomes for grade 1 and 2 students in Bangladesh. They will liaise with the country-level project office daily and oversee the work of one or more Program Officer/Associates. The position involves overseeing, coordinating, and monitoring project activities; preparing, reviewing, and managing project budgets; ensuring compliance with USG contract guidelines; providing quality assurance of technical reports and other deliverables; communicating with senior project staff; and liaising with USAID. The Senior Program Manager is responsible for ensuring budgetary and implementation excellence; facilitating strong and regular communication with the project teams; providing rapid and ongoing support to the Chief of Party; and representing Winrock at education events. As a senior member of the team, this position will play an integral role in refining the Child Labor, Education and Youth vision and strategy. Therefore, the candidate is also expected to engage in new business and proposal development efforts, leading and/or writing proposals or playing other roles in the proposal development process as needed and expanding Winrockโs funding and partnership opportunities. The position requires international travel (approximately 20%). MAJOR RESPONSIBILITIES: Serve as home office senior project manager for assigned projects, working closely with project teams to develop project work plans, budgets, and reports. Track and monitor programs as assigned to ensure they are fulfilling deliverable and performance requirements at a high quality, on time, and on budget. Review and approve wire requests and field financial reports, liaising with Winrockโs Operations and Finance teams. Serve as Budget manager for projects to ensure effective financial management including tracking of budgets, monthly Field Office Vouchers and Wire Requests, obligations, and subawards, and flag issues for field as needed. Monitor submission and compliance of project deliverables, including facilitating technical reviews as appropriate. Manage information dissemination and electronic communications among relevant parties, including project teams, internal groups, and external audiences. Build and maintain relationships with current and future donors, partners, and external audiences. Participate in new business development by contributing to and leading proposals related to Child Labor, Education & Youthโs areas of expertise as well as those in other units (as needed). Promote programming strategies that go beyond individual beneficiary-level impacts to promote systemic change, ownership, sustainability, and scalability. Develop and maintain close communications with host country organizations, field personnel, and subawardees to strengthen strategic partnership networks and monitor program implementation, outcomes and compliance. Supervise Home Office young professionals working on the project, providing professional development, coaching, and direct project support and guidance. Provide final review of subawards and procurement documents and provide feedback to field team and Home Office staff prior to circulation for approval. Travel to the field to conduct training, oversight, monitoring, and strategic relationship building. Participate in HREE New Business development and where appropriate, serve in key roles for New Business capture and proposal development working with multi-disciplinary teams from the programs, new business, and cost and pricing units Support new business efforts through strategy development, program design and proposal development Represent Winrock at external events, nationally and internationally. QUALIFICATIONS AND BACKGROUND: Education: Bachelorโs degree in information technology, education, international development, or related field. Masterโs degree preferred. Experience: Ten or more yearsโ experience in international development, especially in home office management of field projects, financial oversight, technical oversight of early grade reading or other education projects, and donor contract compliance; demonstrated success in supporting new business efforts with USG and the private sector; experience training field staff and coaching and mentoring young professionals; and field experience preferred. Skills: Adept at project planning, budgeting, management, and financial analysis Demonstrated skills in project management to achieve targets within scope, budget, and on time; certification in PMD Pro a plus Excellent written and oral communication skills for project management, donor and partner relations, and new business development Ability to meet deadlines and manage multiple tasks, and work under pressure while ensuring quality Ability to communicate and effectively engage with USG donors Demonstrated strong analytical capability and problem-solving abilities required Ability to collaborate effectively with colleagues, communicate diplomatically and foster a positive working environment Ability to demonstrate the highest level of ethical standards at all times, Experience in comprehensive inclusion of GESI considerations into effective programming Fluent English is required, competency in additional foreign languages preferred Willingness and ability to travel As a condition of employment at Winrock, all US-based Winrock staff, regardless of location must be fully vaccinated against COVID-19.
