Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Emergency Coordinator and CCCM Coordinator, the incumbent will be responsible for supporting and supervising IOMโ€™s Water, Sanitation and Hygiene (WASH) and Shelter interventions, providing assistance to program activities in Northern Brazil.

Specifically, the incumbent will have the following responsibilities:

  1. Support the implementation, monitoring, and evaluation of Shelter and Water, Sanitation and Hygiene (WASH) program activities in accordance with project objectives, quality standards, and identified needs in the states of the Northern Region, in line with IOMโ€™s policies, procedures, and donor requirements.
  2. Participate in needs assessments, focus group discussions, and community engagement with refugee and migrant populations, host communitiesโ€”including indigenous communitiesโ€”municipalities, community representatives, and beneficiaries, in coordination with the CCCM Coordinator.
  3. Provide technical inputs to strengthen IOMโ€™s regional strategy for Shelter and WASH programming.
  4. Support the preparation of technical construction drawings, bills of quantities (BoQs), and materials and technical specifications for Shelter and WASH interventions, in line with international and national standards.
  5. Ensure the delivery of WASH and Shelter kits to targeted communities, in coordination with local government and civil society organizations, and monitor beneficiary satisfaction.
  6. In close collaboration with relevant IOM units, support the implementation of community communication and awareness-raising campaigns related to WASH and Shelter interventions.
  7. Provide training to IOM staff, local partners, and stakeholders involved in WASH and Shelter activities.
  8. Liaise and coordinate with relevant stakeholdersโ€”including local government actors, UN agencies, NGOs, and civil society organizationsโ€”regarding project activities, and represent IOM in relevant meetings and working groups.
  9. Consolidate and regularly share information, support the preparation of workplans and progress updates, and assist in drafting weekly and monthly reports.
  10. Support regular data collection, analysis, and systematization, and maintain records of all documents related to beneficiaries and project activities.
  11. Undertake verification and monitoring site visits and duty travel as required, to support project coordination, liaise with counterparts, resolve issues, and adapt activities to different operational contexts.
  12. Perform any other duties as may be assigned.
    ย  Education
    • Masterโ€™s degree in Civil Engineering, Environmental Engineering, Architecture, or a related field from an accredited academic institution, with at least one year of relevant professional experience;
    • or Bachelorโ€™s degree in one of the above-mentioned fields, with a minimum of five years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. ย  Experience
    • Experience in liaising with Brazilian government agencies, national and international institutions, United Nations agencies, and non-governmental organizations.
  13. Experience in the fields of construction, engineering, water and sanitation, and contract management.
Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups. Solid knowledge of project monitoring and Monitoring and Evaluation (M&E) methodologies. Previous experience with non-governmental and/or international organizations is considered an asset. Ability to work independently, following established structures, guidelines, and administrative requirements. ย  Languages
Fluency in Portuguese and Spanish (both oral and written) is required for this position.
Knowledge of English is considered an advantage. IOMโ€™s official languages are English, French and Spanish.
