    Organizational Setting and Reporting Relationship

    The position of Senior Project Assistant is assigned to the Public Sector Management and Governance Sector Office (SD3-PSMG) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, programs, and integrated solutions that advance ADB's strategic agenda in the region and with ADB's clients. SD3 which is comprised of three sector offices, supports or delivers sovereign, non-sovereign, and advisory operations; deliver knowledge services; support regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensure ADB's technical leadership externally and internally.

    SD3-PSMG leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade, and governance sectors.

    You will be based at our Headquarters in Manila, Philippines and you will report to designated International Staff and Officer (as applicable).

    Your Role

    As a Senior Project Assistant, you will provide operational support to SD3-PSMG activities. You will also provide operational support in project administration, project processing activities related to loans and TA, database management, and knowledge management.

    You will:

  • Help prepare necessary loan/grant and technical assistance (TA) documents (concept note, Reports and Recommendation of the President, TA reports, Project and TA Completion Reports) and ensure that these documents observe the latest ADB template and Handbook of Style and Usage and procedures. Coordinate and monitor the team's TAs under processing and coordinate with other staff to ensure eOps/SovOps updating.
Coordinate and monitor milestone processing events of assigned loan/grant/TAs and report any delay in the processing of these documents to supervisors. Support the programming, processing and administration of TAs and loan/grant projects such as selection of consultants, processing of claims, contract variations, internal memos and preparation of TA and Project Completion Reports, and Back-to-Office Reports under the guidance of the international staff and project officer. Check the eOps/SovOps and Integrated Disbursement System for progress on TA, loan, and grant under implementation. Use available IT tools and ADB apps, collect, compile, and analyze relevant data related to the team/office/department to produce routine and ad hoc statistics/reports as instructed. Provide support in mission preparation following ADB procedures. Ensure accurate updating of relevant databases, and support event organization and knowledge management including communication, internally and externally. Support knowledge management activities. Provide back-up support to other project/ operations assistants in the latter's absence or relieve other project/ operations assistant. Assist on the application of work procedures, guidelines, and formats to other junior operations assistants. Perform other tasks that may be assigned by the supervisor.

Qualifications

You will need:

Bachelor's degree. At least 5 years of relevant professional experience. Excellent typing skills. Proficiency in using multiple computer applications, including word-processing, spreadsheet, and graphic design software, commonly employed in international organizations. Good coordination and interpersonal skills Proficiency in coordinating proper distribution of tasks among other operations assistants. Experience working with individuals from different cultural/national backgrounds Experience with the role and function of the division/office/department and a good general understanding of the Bank's purpose Knowledge of procedures, formats, and standards relevant in the performance of work. Capability in making informed decisions on confidential issues and urgent matters, and in the absence of the supervisor. Capability to liaise and work with staff within own work location Capability to work collaboratively with teams as a constructive team member Proficiency in oral and written communication skills in English. Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
