    Organizational Setting and Reporting Relationship

    The position of Senior Project Assistant is assigned in the Finance Sector Office (SG-FIN) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in finance, human and social development, and public sector management and governance in the region and with ADB's clients. SD3, which is comprised of three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.

    SG-FIN leads policy dialogue, initiatives, and solutions in the finance sector. SG-FIN is responsible for: (i) conceptualizing, processing, and administering lending, grant, and technical assistance (TA) operations; (ii) developing and delivering knowledge services and products to DMCs; and (iii) leading technical work on sector diagnostics and road maps, and contributing to business development efforts. You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International staff and senior Technical Local staff (as applicable).

    Your Role

    As Senior Project Assistant, you will provide operations support in various activities related to project processing and administration, analytical, statistical, and accounting aspects of the sector office's portfolio/pipeline management, and other administrative functions.

    You will:

  • Support the administration, including liaising inquiries from counterparts to respective supervisors, of loan and technical assistance (TA) projects, from the TA consultant selection process, processing of claims, contract variations and preparation of completion reports.
Contribute to the preparation of Project Administration Manual (PAM) by gathering and consolidating data and preparing draft of various sections. Create, update, and maintain project processing and implementation information and data in eOperations and other relevant systems such as project description and scope, cost estimate, financing plan, results framework (impact, outcome, outputs, inputs, risks, assumptions, and relevant indicators), contract awards and disbursement projections, loan covenants, and others; monitor and follow up outstanding obligations of executing and implementing agencies such as the submission of audited financial statements, safeguard monitoring reports, and progress reports. Assist in consultant recruitment, procurement, and contract management. Contribute in maintaining, updating, and monitoring database of the assigned team or SG-FIN on various portfolio/pipeline indicators. Ensure that all correspondence and documents for supervisors are prepared with ADB's standards and styles based on Handbook of Style and Usage. Independently composes and sends out routine letters. Carefully checks all documents submitted for approval of the supervisors. Ensure that there is effective coordination of work and workload among Operations Assistants and effective proactive planning to tackle the heavy processing and administration, and knowledge workload in the division. Support in the facilitation of project missions to ensure smooth and efficient execution. Perform other duties as may be assigned and reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in business administration or a relevant discipline. At least 5 years of relevant professional experience. Advanced computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in multilateral organizations. Good knowledge of processing and project administration activities. Good understanding of the interactions between different work areas and relevant workflow and their purposes. Ability to work with individuals from different cultural/national backgrounds; good interpersonal and communication skills. Ability to manage priorities and workload within general schedule of work, instructions and standardized practices. Ability to maintain composure under pressure. Ability to liaise and work effectively with staff within own work location. Ability to work collaboratively with teams as a constructive team member. Excellent command of written and spoken English.
