Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.ย
IOM opened its first office in Tรผrkiye in 1991 and is now one of the largest globally with over 1,600 staff across the country, a main office in Ankara, and sub-offices in Istanbul and Gaziantep. IOM Tรผrkiye manages a portfolio of over 40 projects in the areas of migration management, emergency response, community stabilization, and resettlement. To effectively manage a large and complex programme portfolio, IOM Tรผrkiye has established a centralizedย Programme Development, Strategy, and Supportย Unit (PDSSU) based in Ankara with additional staff in Gaziantep and Istanbul. IOM Tรผrkiye is therefore seeking an incumbent to support programme development and support efforts, particularly in the scope of European Commision grants. This portfolio includes projects within the scope of assisted voluntary return, assistance for vulnerable migrants, integrated border management, labour migration, integration, migration health, migration, environment and climate change, counter migrant smuggling, and employability.ย
Under the overall supervision of the Senior Programme Coordinator (Dev&Rep), and the direct supervision of the National Programme Development Officer, the incumbent will support theย ย Programme Development, Strategy, and Supportย Unit by facilitating procedures related to partnership strategies, programme development, and donor liaison.ย
ย
- Support the organizationโs project development actions by maintaining regular contact with donors and managing contractor counterparts, and by drafting, reviewing, and submitting project proposals, concept notes, appeals, as well as MoUs, Special Conditions and other types of contracts.ย ย
- Contribute to and coordinate the timely and accurate preparation and dissemination of reports including monthly, interim, and final reports for donors based on program objectives, work plans, and timelines set by project agreements.
- Contribute to periodic and activity-specific reports from the Mission, Regional, andย Headquarters, such as the IQ, Bi-monthly Mission report, etc., as may be required.
- Contribute to, and coordinate inputs into Mission strategies, programme strategies and methodologies.ย
- Research, draft, and present any other documents necessary for project development, reporting, and donor liaison purposes.ย
- Maintain contact with potential donors and provide support to programme coordinators and project managers in the preparation of meetings and other consultations with donors, including the preparation of notes, briefs and other materials.
- Within the scope of project development and reporting, liaise with relevant authorities, United Nations agencies, non-governmental organizations, and other stakeholders and coordinate with key partners, particularly the Government of Tรผrkiye focal points, to facilitate proactiveย coordination, monitoring and facilitation of IOMโs programming.
- Share knowledge and promote the enhancement of organizational effectiveness through the development and use of templates, tips, mechanisms and guidelines to support resource mobilization and programme development.
- Guide and train IOM staff in project development and reporting under the rules and regulations provided in the IOM Project Handbook, as well as to adapt these trainings in Turkish language and operational context to develop capacity of local partners such as the Government of Tรผrkiye and NGO personnel.ย
- Maintain a thorough understanding of IOM Tรผrkiye-implemented programs, projects and activities, general and specific donor requirements.
- Participate in planning organizing and coordinating theย Programme Development, Strategy, and Supportย Unit Work Plan, including ย updating project-related data in IOMโs portals and internal reporting matrices, including PRIMA.
- Keep accurate and pertinent records of all correspondence, project development and reporting files, relevant databases and other Project Development and Reporting-related information.
- Undertake duty travel as required.

- Bachelorโs degree in English, Politics, International Relations or a related field from an accredited academic institution, with five years of relevant professional experience; orย
- High school diploma with seven years of relevant professional experience ย Experience

- Proven experience in working, editing and writing documents in English;
- Proven experience working in the field of resource mobilization or project development;
- Experience in, technical writing and editing, preferably in the international development/humanitarian sector;ย
- Experience in design and facilitation of training/educational events;ย
