OISC, under DESA, provides substantive support to the work of the United Nations General Assembly, the Economic and Social Council and the High-level Political Forum (HLPF) on Sustainable Development. More information can be found on our website: at https://www.un.org/ecosoc/en. The Senior Programme Management Assistant will report to the Director, through the Economic Affairs Officer. ResponsibilitiesWithin delegated authority and depending on location, the Senior Programme Management Assistant may be responsible for the following duties: โข Independently provides full range of programme management and implementation assistance at all phases of the programme cycle for, typically, a large and highly complex component of the departmental programme initiatives, seeking guidance only in exceptional circumstances. โข Researches, compiles, analyses, summarizes, and presents basic information/data on wide range of programmes and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties. โข Tracks resolutions and other legislative decisions that affect programme content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation. โข Reviews, appraises and revises, as necessary, all submissions for substantive programmes, ensuring compliance with guidelines and programme objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action. โข Provides inputs to budget and forecast submissions. โข Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. โข Coordinates and provides backstopping support to OISC Branches on human resources; โข Acts as principal liaison with counterparts in the Executive Office of DESA. โข Provides secretariat services to committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/ participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc. โข Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme activities. โข Performs other duties as assigned. Work ExperienceA minimum of ten years of experience in programme administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to eight years for candidates who possess a first-level university degree or higher. Experience in using integrated information management systems, such as Umoja, to process requests, as well as access different modules of business operations is required. Experience in applying organization's recruitment policies and procedures, and using integrated information management systems, such as Inspira, is required. Experience in the United Nations system or a comparable international organization is desirable. Experience in supporting senior officials in a front office is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
