Organizational Context and Scope
Under the overall supervision of the Chief of Mission of IOM Micronesia, and the direct supervision of the Head of Sub Office in Chuuk, Federated States of Micronesia (FSM) and in close coordination with the Deputy Chief of Party/Emergency Preparedness and Response Coordinator in Pohnpei, FSM, the successful candidate will support programme activities that includes but not limited to developing Standard Operating Procedures (SOPโs) with national and State Disaster Coordination Offices (DCOโs)/Department of Environment, Climate Change and Emergency Management (DECEM), gathering information pertinent to response, trainings and workshops, simulations and tabletop exercises (TTX), tracking of prepositioning emergency relief supplies. S/he will provide technical expertise on emergency response contingency plans/SOPโs, post-disaster damage (IDAโs) and other assessments, coordination with Protection Cluster in developing Information, Education and Communication (IEC) materials, Psychological First Aid (PFA) trainings, and development of dignity kits.
In close coordination with the Deputy Chief of Party/Emergency Preparedness and Response Coordinator, assist in implementing all relevant activities of Component 1 and 2 of RESILIENCE Project and other relevant activities concerning Emergency Preparedness and Disaster Risk Reduction (DRR) in the Sub Office.ย In the context of the RESILIENCE project participate in relevant task force and working groups meetings as may be required.ย Liaise, strengthen and maintain relationships with key response partners including but not limited to FSMย Department of Environment, Climate Change and Emergency Management (DECEM), State Disaster Coordination Offices (DCOs), Protection Cluster, Department of Health, Department of Education, and other relevant civil society entities.ย Support the DCOโs and DECEM in updating their SOPโs. Deliver trainings, workshops and TTXโs. Assist in coordination at the State and National level to develop, plan, and facilitate emergency response table-top exercises, trainings on Gender Based Violence and Psychological First Aid.ย Develop and coordinate the maintenance of program information required for reporting to the donor and compile that information ahead of required reporting.ย Coordinate relevant component of the project and provide technical guidance on program reporting as may be required.ย Lead and coordinate the planning and implementation of community outreach events as required.ย Lead the in-house coordination in conjunction with RESILIENCE project staff and Deputy Chief of Party/Emergency Preparedness and Response Coordinator to ensure that mission inventories contain appropriate stocks of pre-positioned disaster response supplies, including basic emergency shelter supplies, water management supplies, and other items as needed,ย In close coordination and collaboration with RESILIENCE dedicated staff and Heads of Sub-offices in the mission to conduct regularly scheduled inventories of warehouse and ensure cost-efficient maintenance of warehouse and stored items. Contribute to the emergency response and relief activities as may be required for the duty stations in the mission.ย Supervise and provide guidance and training to directly reporting staff members. Participate in IOM planning events and training and development opportunities. Work in compliance with IOM's policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment. Embark on duty travel as may be assigned and upon approval of the Chief of Mission. Any other duties as assigned.Education
Bachelorโs degree or its equivalent preferably in Political Science, Business Administration, Social Sciences, International studies, International Relations, or a related field from an accredited academic institution; orย High School Degree/Certificate in the above fields with at least seven years of relevant experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience with emergency response support management with international organization or NGO is required. Experience in communication, coordination, facilitation of meetings, and community outreach for several activities as may be required.ย Capacity building training experience is preferred. Working experience gained in an international organization, embassy, or NGO an advantage.Skills
