SENIOR PROGRAM ANALYST
The United Arab Emirates (UAE) covered by the Regional Office (RO) for the Middle East and North Africa (MENA) is one of the founding Member countries of GGGI and currently serves as a Member of its Council, GGGIโs executive organ presided by His Excellency Ban Ki-Moon, the 8th Secretary-General of the United Nations. GGGIโs UAE Program based in Abu Dhabi โ with a physical presence in Dubai as well - is scaling up its activities to deliver a multi-year cooperation program with the UAE Ministry of Climate Change and Environment (MOCCAE), along with various national and international stakeholders. The GGGI UAE Office is supported by a Host Country Agreement with MOCCAE. GGGI also has an active collaboration with the Environment Agency โ Abu Dhabi (EAD) in the form of an MoU, in addition to other MOUs with key partners from academia and NGOs, to support Climate Planning, MRV, Air Quality, and ESG.
The Senior Program Analyst is responsible for leading the MRV and Air Quality projects, along with any other relevant initiatives requested by UAE governments and assigned by the GGGI UAE Country Representative, and supporting the Country Representative in developing substantive inputs and analyses to inform the development, delivery, and assessment of work programs and activities at the country level; organizing program activities across green growth planning, capacity building and country-specific knowledge development for effective result delivery under biannual/annual program plans; maintaining effective program reporting and communication internally and externally in line with GGGIโs corporate policies, standards and protocols. In addition, the Senior Program Analyst will provide technical support and coordinate the implementation of GGGIโs flagship initiative, โScaling Agriculture and Food Systems for Economic Developmentโ (SAFE).

PURPOSE
The Senior Program Analyst is a full-time position to be based in GGGI Dubai Office in MOCCAEโ has a dual role. First, at the UAE Country Program level, the Senior Program Analyst will be responsible for the delivery of analytical and technical inputs in various work streams within the UAE Country Program through rigid quality control. The workstreams include but are not limited to the areas of climate transparency e.g. greenhouse gas (GHG) mitigation through establishing robust MRV systems and carbon pricing approaches in line with Article 6 of Paris Agreement, air quality, and climate economy. The Senior Program Analyst will be responsible for implementing projects under these themes, providing high-level technical oversight, ensuring the quality and relevance of all outputs. This includes offering substantive input and review on project deliverables, identifying areas for improvement, and seizing opportunities for innovation and impact. As a technical expert on these workstreams, the Senior Program Analyst will serve as the key resource person within the team, ensuring alignment with GGGIโs quality standards and strategic goals. The role will involve collaborating with a team of staff and/or consultants to execute tasks effectively and deliver high-impact results.
Second, at the MENA Regional level, the Senior Analyst will play a crucial role in the implementation of flagship initiatives. While the bulk of the time is allocated to the UAE Country Program as outlined above, the position will also include providing technical support and coordinate the implementation of GGGIโs flagship initiative, โScaling Agriculture and Food Systems for Economic Developmentโ (SAFE). The Senior Program Analyst will work the RO-MENA, the Core Team, Working Groups, and the Task Force to efficiently coordinate efforts related to the projectโs implementation, ensuring alignment across stakeholders and timely delivery of key milestones.
ENGAGEMENT
In coordination with the staff of GGGI UAE Office, the role will entail implementing projects under the workstreams highlighted above to deliver high-quality outputs. Will serve as a versatile focal point that can provide technical contributions to various work streams through broad knowledge and experience in multiple thematic areas. Will collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as One GGGI. Will work closely with government partners in helping to implement the projects, recognizing the importance of government buy-in and ownership in the implementation of all activities through collaboration and program integration. Will work closely with the CR in advancing RM efforts through establishing and strengthening partnerships, and contributing to advancing resource mobilization efforts. Will work with the MENA RO , the Core Team, Working Groups, and the Task Force to support the coordination efforts under the SAFE Initiative, identification and fostering of new partnerships with technical and resource partners, facilitation of stakeholder dialogues both internally and externally, and maintaining close communication with team members.
DELIVERY
The Senior Program Analyst who will report to the UAE Country Representative while working with staff, consultants, and government counterparts โ shall perform the following tasks:
Implement projects under the above workstreams carried out by the GGGI UAE and as assigned by the CR. Ensuring timely delivery of high-quality outputs in collaboration with staff and consultants. Assist the CR and coordinate with the Finance and Corporate Services Officer in overall project monitoring and reporting requirements, including log-frame and GO reporting under GGGI rules and monitoring and results reporting underfunding entityโs rules and requirements. Assist the CR in maintaining good working relationships with government stakeholders, especially relevant units at MOCCAE and EAD. Proactively develop and maintain working relationships with relevant local stakeholders in relation to the delivery of the Programโs objectives. Guarantee highest levels of quality assurance of analytical outputs from the relevant workstreamsโ and others if assigned by the CR- by carrying out technical review and providing inputs to different work streams. Provide technical advisory support to government partners around policy issues on green growth and sustainable development in line with national development priorities and international best practices. Contribute to advancing the thought leadership agenda of GGGI in UAE and beyond by delivering capacity building, developing knowledge products, policy briefs, and thought pieces that cover diverse issues and themes. Support the development of country engagement strategy (Country Planning Framework), green growth indicators, tools and methodologies in line with GGGI Strategy 2030. Contribute to the development of GGGIโs work program and budget, monitoring and evaluation, learning and development, and strategy. Support the coordination efforts for the preparation and successful implementation of the SAFE Initiative work plan, ensuring alignment with priority workstreams and deliverables, ensuring effectiveness of program delivery, recommending improvements to meet long-term outcomes, and managing the SAFE Core Team coordination meetings.
REQUIREMENTS
QUALIFICATIONS
An advanced university degree (Master's degree or equivalent) in Engineering, Economics, Climate Change/Sustainable Development, Public Administration, Management, International Development or any discipline related to the assignment. Relevant professional experience may be considered to supplement educational degree. Minimum 9 years of professional experience in the above fields; with at least 5 years of international experience; with at least 3 years of experience in the UAE. Minimum 2 years of international experience Public policy or project management specialization and experience. Knowledge, experience, and understanding of GGGIโs Strategic Outcomes. Knowledge of global issues and initiatives in the area of climate change, green growth, sustainable development; etc. Knowledge of the methodologies for emissions inventories, including IPCC Guidelines and/or the EMEP/EEA air pollutant emission inventory guidebook is desirable. Demonstrate a strong understanding and experience in climate reporting in accordance with Article 13 of the Paris Agreement, establishing climate tracking and reporting systems. Understanding of financing mechanisms for projects and experience in market assessments and cost/benefit analysis, resource mobilization will be a plus. Experience in government relations, donor engagement, and public-private partnerships particularly in the UAE. Exceptional project management skills. Project management certification (PMP, CDPM or any other globally recognized certification) is an advantage. Excellent command of written and spoken English; proficiency in Arabic is an asset.FUNCTIONAL

WORKING CONDITIONS
The Senior Officer is a X9 grade level in GGGI's international salary scale, details of which can be found in the GGGI Staff Rules on GGGIโs website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The initial appointment is for 12 months, renewable subject to satisfactory performance and budget availability.
