Organizational Setting and Reporting Relationship
The position of Senior Portfolio Management Specialist is assigned to the Portfolio Management Division (PFPM) within the Procurement, Portfolio and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines and relocation is required and all reasonable relocation expenses will be covered.
You will report to the Director, PFPM, and will oversee Junior Team members.
Your Role
As Senior Portfolio Management Specialist, you will leverage on extensive experience and specialized knowledge of ADB sovereign and non-sovereign operations to prepare assigned section(s) of the annual portfolio performance report (APPR), periodic portfolio presentations for the operations review meetings (ORM) and inputs to other reports such as the quarterly portfolio updates, midyear performance review, fact sheets etc. The incumbent is also expected to (i) contribute to the formulation of project performance and portfolio management policies, including results monitoring and measuring; (ii) support proper management in work planning, systems management, and quality control on outputs of PFPM, within a framework of broad policies, principles, goals; (iii) participate in strengthening portfolio management and support decision-making by analyzing existing portfolio-related data and proposing new analysis and new indicators; and (iv) initiate and contribute to the preparation of knowledge products, capacity building initiatives and other innovative measures to further modernize portfolio management. The job requires flexibility to work across multiple teams within PFPM and provide support. There may also be a need to work in close collaboration with other divisions across PPFD.
Your will:
Strategy and Planning
- Lead the planning and implementation of project and portfolio management (PPM) policies, instructions (PAI), guidelines and associated business processes.
Portfolio Management
Lead the preparation of the assigned section(s) of the APPR and provide inputs to the other portfolio performance reports and reviews in close coordination with SPD and operational departments (RDs, SDs, and PSOD). Coordinate with operational departments on portfolio performance issues and prepare periodic review reports at the project and portfolio levels; and participate and contribute to interdepartmental working groups and addressing business process issues. Coordinate the preparation of the Statement of Operations, quarterly reports on commitment/approvals, and other portfolio and procurement reports. Ensure high quality, independent advice on ADB's portfolio performance and management is provided to Management and heads of departments in a timely manner and provides guidance to operational departments on the use of project performance management systems for improved measurement and reporting on results. Contribute to Digital Agenda 2030 Stage 1 (DAS1) projects, including SovOps and Integrated Disbursement System Modernization, and work closely with Information Technology Department as One ADB for the effective implementation of the PPFD Roadmap and DAS1.Knowledge and Capacity Building
Contribute to the design and delivery of tailored training to ADB and executing agency staff to enhance project design and implementation skills, following ADB policies and guidelines. Contribute projects for improvements in training delivery of project management training, including developing partnerships with selected regional training institutions. Champion new ideas and solutions for portfolio studies and improvements in knowledge sharing, including the provision of reference and learning materials, to share on project implementation and portfolio management-related policies and procedures. Contribute to the development of the PPFD/PFPM work plan, individual work plans of reporting staff, and submissions for the Work Program and Budget Framework.Take the role of mentor to develop capabilities/potential of reporting staff over diverse teams and oversees the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
Qualifications
You will need:
Master's degree in Business Administration, Engineering, Social Sciences, or other related specialized fields; or University degree in Business Administration, Engineering, Social Sciences, or other related fields and at least 5 years specialized experience relevant to the position in similar organization/s can be considered. At least 10 years' work experience in project and portfolio management, organizational development, policy formulation and operations. International experience working in development in several countries. Familiarity with ADB's relevant OM and SIs for project design and implementation, PAIs and the Anti-corruption policy. Proficiency in expressing ideas in both spoken and written formats in English. Expertise within a specific area of ADB's operations (economic, sector or thematic), or range across multiple areas with in-depth knowledge within one area. Understanding of data management to undertake data analysis of project and portfolio indicators and analyze trends and propose measures to strengthen portfolio analysis, administration, and reporting. Sound expertise in ADB portfolio analysis, including monitoring and reporting of indicators and preparing analytical reports. Credible expert in field of expertise with recognized lead projects; manage risks and recommend solutions; and to share relevant knowledge to benefit the broader ADB community Perform as a team leader, exercising guidance, coordination, and planning responsibilities over diverse team/units Mentor team members, providing guidance and advice on project or technical-related matters Coach team members to develop their capabilities/potential Demonstrate potential for higher responsibilities and demonstrate a strategic and balanced perspective. This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
