Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
In line with the IFRC Global Resource Mobilization Strategy, the Asia Pacific regional Strategic Partnerships and Resource Mobilization (SPRM) unit leads and coordinates the implementation of IFRCโs partnerships and resource mobilization agendas within the IFRC Membership as well as with private and public partners in the region, with a view to maximizing IFRC resource development and influence across the region, in support of emergency operations and longer-term programming. The Senior Officer, Partnerships for Emergencies, is part of the SPRM team in Asia Pacific.
Job Purpose
The Senior Officer, Partnerships for Emergencies will work in close liaison with the global team (Geneva) and regional technical teams, as well as IFRC delegations in Asia Pacific, to enhance partnership and fundraising outcomes in emergencies across relevant income streams (IFRC membership, public, private, multilaterals) and to foster highest accountability standards across the region. The position holder is also responsible for supporting pledge management, and partnership and resource development activities for active Emergency Appeals in the Asia Pacific region. In addition, the post holder will coordinate the IFRC units in non-technical aspects (planning, finance, implementation, monitoring, reporting, HR management, pledge management and legal aspects), ensuring an integrated management approach in order to increase impact and efficiency, and minimize risks.

Convening and chairing partner teleconferences at regular intervals to ensure IFRC partners are kept abreast of operational, resource mobilisation and partner engagement issues. Providing direction to IFRC colleagues in Kuala Lumpur and in the field, as well as the affected National Society to maximise our fundraising potential. Other tasks include developing and maintaining funding tables; ensuring partners receive accurate resource mobilization analysis and situation/operational reports from the field; facilitating/supporting partner field trips as required; and Providing capacity building to the relevant National Society in reference to domestic fundraising, as applicable.Job Duties and Responsibilities (continued)
