The Department of Development Finance (DDF) is housed within GGGIโs Directorate for Green Finance and Corporate Services (DGFC), which oversees core institutional operations and fund management systems. DDF plays a central role in advancing GGGIโs ability to manage and facilitate strategic climate and development finance. Its mandate is to deliver effective fund operations, foster high-value partnerships, and strengthen institutional readiness for direct access to major climate finance mechanismsโsupporting green transformation across GGGI member countries.
DDF comprises three key units:
The Green Trust Fund Unit, responsible for overseeing the management of donor-backed financing vehicles supporting inclusive, sustainable development; and The Finance Strategy Cooperations Unit, which leads GGGIโs engagement with Multilateral Development Banks (MDBs), public development banks, and major climate finance institutions. The Global Voluntary Carbon Market Secretariat and Coordination Unit (GVCMU). It is responsible for establishing and coordinating the GVCM Secretariat and leads the establishment of the institutional and operational foundation for the GVCM.

Operationalizing programmatic funds through transparent, accountable, and high-quality management systems. Strengthening partnerships and delivering technical support to country teams on fund access and institutional capacity building. Enhancing the alignment of GGGIโs investment pipeline with the evolving priorities of international financing partners, including areas related to mitigation, adaptation, and carbon finance. Leading organizational efforts on GGGIโs accreditation and engagement with climate finance institutions. Leading the establishment and coordination of the Global Voluntary Carbon Market (GVCM) , including its governance, integrity safeguards, and stakeholder engagement.Through its integrative work across climate, development, and emerging financing areas, including but not limited to sustainable finance and carbon finance. DDF contributes to GGGIโs broader mission of enabling green growth pathways that are environmentally sustainable, socially inclusive, and economically viable.
POSITION SUMMARY
The Senior Officer, GVCM Secretariat and Coordination Unit, supports the design and operationalization of the GVCM framework and methodology system. The role focuses on coordinating methodological development, MRV (monitoring, reporting, and verification) procedures, and technical documentation to ensure market integrity and transparency.
The Senior Officer will also lead engagement with Korean ministries, research institutions, and private sector partners, supporting GGGIโs domestic interface for carbon market readiness and GVCM participation.
Fluency in Korean and English is essential, given the positionโs close interaction with Korean sector stakeholders and alignment with national initiatives related to carbon finance and green investment. The position reports to the Head of GVCMU in DDF.
PURPOSE
The Senior Officer plays a central role in the development, review, and continuous improvement of the GVCM methodological framework, including baseline approaches, quantification methodologies, and MRV protocols for emission reduction and removal activities. The role will support the operation of the GVCM Secretariat by designing project registration processes, methodology validation, credit issuance, and related procedural documentation. It will further facilitate coordination and knowledge exchange between GGGI, Korean institutions, and international partners to strengthen alignment with global best practices and domestic priorities. The Senior Officer will also prepare and maintain documentation, analyses, and knowledge products that enhance the technical integrity and operational efficiency of the GVCM, while supporting capacity-building, stakeholder consultations, and communication activities to promote broader understanding of GVCM systems and methodologies among Korean and international stakeholders.
ENGAGEMENT
The Senior Officer will:
Support to the GVCM Secretariat and Governance Mechanism: Assist in establishing and operating the GVCM Secretariat, which coordinates multi-country governance and decision-making. Support the development of its institutional basis, operating procedures, and consensus-building processes to ensure effective and inclusive stakeholder coordination. Support Designing and Operationalization of the GVCM Credit Issuance Mechanism: Support the development of the institutional and operational framework for the GVCM credit issuance function. This includes defining governance, resource, and system requirements, and designing procedures for project approval, credit issuance, registry integration, and management of validation/verification bodies to ensure credibility and transparency. Support Development of MRV Standards and Methodologies: Contribute to the formulation of MRV principles and methodologies aligned with the Paris Agreement Article 6 guidance and global environmental integrity standards for carbon markets. Work with technical partners to ensure that GVCMโs monitoring and verification systems are robust, interoperable, and consistent with international best practices. Support Internal and External Coordination: Collaborate with the Head of the GVCM Unit, internal teams, and external partners such as the UNFCCC, Korean government agencies, public finance institutions, industry associations, and research organizations. Act as a key liaison to facilitate their engagement and participation in GVCM-related initiatives, while ensuring overall technical coherence, institutional alignment, and effective information flow across all operational areas. Donor and Institutional Coordination: Coordinate with the donor supporting the GVCM initiative, ensuring alignment with funding requirements, progress reporting, and institutional standards. In parallel, liaise internally across GGGI including DDF, Legal, Finance, and Communications teams to ensure coherence between financial, legal, and operational systems and to maintain institutional integrity and compliance across all GVCM activities.
DELIVERY
The Senior Officer will:
Support to the Establishment and Operation of GVCM Secretariat and Governance Mechanism Organize and maintain operational documents, coordination tools to support the GVCM Secretariat processes. Support organization of multi-country governance meetings, multi-country consultations, and decision-making sessions, ensuring inclusive participation and proper documentation Support Designing and Operationalization of the GVCM Credit Issuance Mechanism Develop and document the design of the GVCM credit issuance framework, including project approval, credit issuance, and registry integration procedures Coordinate the establishment of accreditation, registration, and oversight processes for validation and verification bodies (VVBs) to ensure credibility and transparency Support Development of MRV Standards and Methodologies Support the development of MRV principles, methodologies, and technical guidance aligned with the Paris Agreement Article 6 and global integrity standards Coordinate with technical experts and partners to harmonize MRV tools and ensure methodological consistency across GVCM operations Contribute to the preparation of technical notes, consultation materials, and summaries of methodological discussions and outcomes Support Internal and External Coordination Liaise with international partners, Korean government agencies, public institutions, industry associations, and research institutions to facilitate their engagement in GVCM initiatives. Coordinate with the UNFCCC and international partners to ensure alignment between GVCM operations and global carbon market frameworks. Donor and Institutional Coordination Coordinate with donor supporting the GVCM initiative, by preparing progress updates, financial and performance reports, and responses to requests. Liaise across GGGI units, including DDF, Legal, Finance, and Communications, to ensure institutional alignment, compliance, and coherence of reporting and operational systems.
REQUIRMENTS
QUALIFICATIONS
Masterโs degree or higher in environmental economics, engineering, environmental science, finance, or related field. Minimum of eight years of relevant professional experience in carbon markets, MRV systems, climate finance, or related program management. Demonstrated experience in the development or application of carbon-credit methodologies or MRV frameworks. Proven experience working with Korean sector stakeholders (government, research, or private sector) on low-carbon or climate-related projects. Prior experience with international organizations, climate funds, or intergovernmental processes is an asset. Fluency in Korean and English (written and spoken) is essential.
FUNCTIONAL
Strong understanding of voluntary and compliance carbon market mechanisms and related methodological standards. Familiarity with GHG accounting tools, emission quantification, and data verification systems. Proven ability to coordinate complex technical inputs across multiple stakeholders. Excellent analytical, writing, and document management skills. Strong competence in the use of standard software programs: Excel, Word, PowerPoint, Outlook & SharePoint. First-hand experience with ERP Finance & Project Management module is an asset Ability to efficiently manage a large number of activities simultaneously and to navigate through complex environments.
