    Organizational Setting and Reporting Relationship

    The position of Senior IT Officer (Digital Solutions) is assigned to the Digital for Development Operations Division (ITOP) within the Information Technology Department (ITD).

    ITOP provides digital solutions to support development operations, regional departments, resident missions, sectors and thematic knowledge management and market solution innovation.

    As part of ITOP, you will be assigned to the Knowledge, Content, and Records team, which delivers and maintains digital products that manage ADB's knowledge, content, and records. Since 2024, these products have incorporated Artificial Intelligence (AI) for the discovery and organization of ADB's knowledge. Your main focus will be documents and records management.

    You will be based at our Headquarters in Manila, Philippines.

    You will report the Director and/or Designated Technical International Staff and will oversee Junior team members.

    Your Role

    As Senior IT Officer (Digital Solutions) you will oversee the development and implementation of ADBโ€™s document and records management systems, which are mostly based on SharePoint and Microsoft 365 (M365).

    You will oversee the solution architecture and the technical solution, ensuring that it is implemented in compliance with applicable engineering and security standards. You will work with stakeholders, product managers, technical team members, and managed service providers to ensure delivery and adoption of product features.

    You will:

  • Lead the development of ADBโ€™s documents and records management systems, based on the product release roadmap.
Design and oversee the solution architecture of SharePoint, M365 and other solutions, including their integrations. Manage cloud-based systems in Azure or other leading cloud providers, setting up scalable and secure solutions. Provide technical leadership and mentorship to development teams, vendors and peers. Ensure compliance of managed systems with all applicable standards, including ADBโ€™s engineering, security standards and global best practice. Give guidance to stakeholders on product strategy, gather feedback, and prioritize needs. Translate requirements into technical solutions, following the best industry practices. Ensure compliance with organizational policies and legal requirements for documents and records management. Ensure solutions are integrated into the product release roadmap and validated through testing. Work with business stakeholders to establish and implement procedures regarding document storage, sharing, transmission, and destruction. Schedule project resources, and address challenges to ensure the delivery of systems. Develop and refine Agile practices, ensuring alignment with best practices and organizational standards. Provide product support following agreed SLAs, in close coordination with ADBโ€™s IT help desk and business stakeholders. Champion service delivery through Agile, DevOps, CI/CD practices, and lead the support and sustainability of automation programs.

Qualifications

You will need:

Bachelor's degree in MIS, Computer Science, Information Systems, Business Administration, or other relevant fields or related areas, preferably with Masterโ€™s Degree or equivalent. At least 8 years of experience implementing large-scale IT systems, including 2 to 3 years of experience in team leadership for relatively big systems implementation projects. Additionally, at least 5 years of experience in enterprise applications and 3 years of experience in team leadership for application systems development projects. At least 4 years of supervisory experience is required. At least 6 years of experience delivering and supporting document and records Management systems, including hands-on experience. At least 5 years of experience delivering and maintaining M365 and SharePoint in large corporate settings, including hands-on experience. At least 4 years of experience delivering cloud systems in Azure (or AWS), including hands-on experience, including development of CI/CD pipelines. At least 4 years of experience in full stack development with common technologies, incl. React, Angular, Vue.js, Node.js, Python, HTML, Web services. Experience implementing (electronic) records management and content lifecycle management systems, taxonomies and content workflows. Experience implementing search engines, relevance ranking, and search engine optimization. Experience in developing and delivering mobile apps. Excellent ability in systems analysis and design, and in preparing functional and detailed specifications. Experience with and knowledge of Agile system development methodologies, product development, and the use of associated productivity tools (Azure DevOps, SDLC). Excellent experience providing support for IT systems. Experience implementing (Generative) Artificial Intelligence solutions to production. Able to write and verbally communicate in English. This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew for an initial period of two (2) years following Section 3.1 (b) of Administrative Order No. 2.01 (โ€œRecruitment and Appointmentโ€™). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
