The Staff Learning Unit (SLU) is located within the Integrated Talent Management Division (ITM) of IOM and is responsible for managing programmes and initiatives established in line with the learning and development needs of the Organization. SLU is based in Valencia and Manila.
Under the overall supervision of the Chief, Integrated Talent Management Division (ITM) and the Head, Staff Learning Unit, and under the direct supervision of the HR Officer for Learning Initiatives, the Senior HR Assistant (Learning Initiatives) will oversee the full life cycle of learning initiatives, from the identification, design, implementation, monitoring, reporting and impact evaluation.

Manage the design, development, implementation, monitoring, reporting and impact evaluation of any assigned learning initiative/s.
Manage learning events and learning platforms provided by external service providers and consultants by contracting, overseeing the design and delivery of the work, working with service providers to develop playlists for learning platforms, reporting and ensuring payment. Establish and maintain vendor relationships with external content providers for learning events.
Respond to requests for input on the Unitโs progress in internal and external assessments (e.g., United Nations System-wide Action Plan on Gender Equality and the Empowerment of Women (UNSWAP), Multilateral Organisation Performance Assessment Network (MOPAN), etc); provide data and input to meet organizational reporting requirements. Ensure impactful reporting through data storytelling and testimonials.
Conceptualize and develop proposals for new learning programmes that target to address a role-based or context-based learning gap identified through surveys, discussions, workshops, etc. Seek internal or external funding for these proposals.
Contribute to the global learning calendar by ensuring that all learning events assigned are featured in the calendar and the learning management system.
Conduct Levels 1 and 2 evaluation (Kirkpatrick) following the delivery of these learning events.
Work closely with colleagues responsible for communications to design a comprehensive communications plan and implement global and targeted promotions leveraging relevant and innovative communication channels to drive engagement to these events.
Collaborate with Departments in Headquarters and/or with Regional Offices (ROs) as a Learning Focal for building a closer linkage between staff needs and SLU services. Offer personalized support and recommendations to Departments and/or ROs in defining and implementing their annual training plans.
Build inter-agency partnerships within the UN System, for sharing learning content and exploring avenues of collaboration. Advance the Unitโs workplan and commitments by participating in internal and inter-agency working groups.
Work with Supply Chain Division (SCD) and with ITM colleagues responsible for procurement to identify and select service providers who will either conduct learning events or provide learning platforms. This includes but is not limited to writing Terms of Reference (ToRs), working with relevant colleagues on developing and finalizing LTAs, send out request for quotations/proposals to vendors; communicate with service providers to provide them with a contract for their work with IOM.

University degree in Business Administration or a related field from an accredited academic institution with five years of relevant experience; or,Completed High school / Secondary school education with seven years of relevant experience;Holds a project management certification or has, at least, two years of relevant professional experience in project management.ยKirkpatrick certification (at least Bronze) an advantage.
Accredited Universities are those listed in theย UNESCO World Higher Education Database.ย Experience At least two years of experience in project management of medium to large-sized projects;Considerable experience in leading Learning & Development projects for global audiences is required;Experience in facilitating and conducting trainings, both virtual and face-to-face;Experience in managing a team;Experience in project development, implementation, monitoring and reporting;Experience in organizing events; and,International experience is an asset.Skills
Excellent speaking and writing skills in English;โDemonstrated computer literacy, especially with the Microsoft Office software suite;โFluency in Microsoft software, such as PowerPoint, Word and Excel; ย โKnowledge of Mural, Slido, Kahoot, an advantage;โWorks well within a team but able to work well independently and with minimal supervision; ย โProven ability to produce work accurately and concisely according to set deadlines;โHighly creative, innovative, out of the box thinker, problem solver, good communication skills, able to prioritize effectively;โSound people management;โSolid skills in training and facilitation (in-person and online); and,โAdvanced written and verbal communication skills, including ability to influence stakeholders and manage complex and/or sensitive interactions.ย ย LanguagesIOMโs official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
