Organizational Setting and Reporting Relationship
The position of Senior Financial Control Specialist resides with the Trust Fund and Administrative Expense Division (CTFA) of the Controller's Department (CTL). You will be based in ADB Headquarters, Manila.
You will report to the Assistant Controller, CTFA and will oversee junior team members.
Your Role
As a Senior Financial Control Specialist, you will lead the teams responsible for processing and accounting of administrative expenses (payroll, staff consultants) and receivables, ensuring that ADB transactions are complete, accurate, valid, and comply with ADB policies. You will ensure internal control over financial reporting of administrative expenses is designed and operating effectively. You will also improve business processes, enhance financial systems, and achieve CTL's goals related to administrative expenses.
You will:

Lead the implementation and enhancement of accounting systems and internal controls. Recommend and implement process improvements, including updates to procedural and accounting manuals.
Oversee payroll, receivables, and staff consultant contracts to ensure compliance with United States Generally Accepted Accounting Principles and ADB policies. Approve vouchers and maintain accurate accounting records, including accruals and reconciliations.
Review reconciliation reports, analyze financial data for reporting, and support internal control over financial reporting. Identify and assess risks in administrative expenses and business processes, and lead automation and efficiency improvements.
Collaborate with departments to resolve policy issues, enhance internal controls, and contribute to ADB policy enhancements. Represent the department in inter-departmental activities, working groups, and committees.
Manage staff performance through clear direction, regular feedback, and support for learning and development. Assist the Assistant Controller in technical and operational matters.
Perform other duties as assigned and reflected in your workplan.
Qualifications
You will need:
Master's degree or equivalent in accounting, finance, or business, with a professional certification such as CPA, Chartered Accountant or equivalent, and at least 5 years' specialized experience relevant to the position.
At least 10 years of relevant experience in accounting and control processes in the banking/financial sector, including financial systems analysis and development, including international experience working in several countries.
In-depth knowledge of internal control concept and its application.
Good business knowledge of and working experience in accounting and financial reporting in multilateral development banks or large financial institutions and associated IT systems.
Expertise within a specific area, or range across multiple areas with in-depth knowledge within one area.
Experience using and sharing relevant knowledge to benefit the broader ADB community.
Experience being a mentor to the more junior team members, providing guidance.
Experience being a coach to develop capabilities/potential of more junior colleagues.
Experience being a team leader with guidance from senior team leaders.
Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
