Under the direct supervision of theย Resource Management Officer and the overall supervision of theย Head of Office in IOM Bulgaria, the successful candidate will be accountable for the financial andย administrative implementationย of IOM Sofia programmes.ย
This includes but is not limited to the financial and administrative services for the successful mastering of all relevant rules, guidelines, processes and procedures in the implementation of AMIF projects, funded by the Bulgarian Shared Management Funds.

- Prepare budget, accounting, financial, statistical reports and other reports as required.
- Manage financial resources through monitoring and controlling reserves, funds, supplies, etc. in accordance with IOM rules and regulations as well as per donorsโ requirements.
- Provide specialized advice and support to Project Managers and Head of Office on financial and administrative matters.
- Prepare annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, services or running expenses;
- Monitor compliance with financial policies, procedures, rules and regulations both IOM and donorsโ policies.
- Consolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels.
- Provide regular and ad hoc financial information to support informed financial decision making
- Prepare quarterly project reports to be submitted to the donor as per donorsโ and external auditor requirements.
- Assist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders.ย
- Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
- Prepare draft responses or respond to donorโs and audit queries and follow up on recommendations.
- Prepare quarterly reports for VAT reimbursement as per Bulgarian legislation.
- Perform other related duties as required. Education
- High School diploma with seven years of relevant experience; or,
- Bachelorโs degree in Business Administration, Accounting, Finances, or related field with five years of relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database.
ย Experience- Fluency in Bulgarian (oral and written) is mandatory and essential for coordinating with different stakeholders.
- Knowledge of Bulgarian tax and accounting legislation
- Experience with the National Revenue Agency (NRA), banking institutions, and other Bulgarian state institutions.
- Experience with ERP systems (e.g., SAP, Oracle) and proficiency in MS Excel.
- Prior experience working on EU-funded programs/projects, including those financed through national programs.
- Proficient in Microsoft Office applications.
- Prior work experience with international humanitarian organizations, non-governmental organizations, or Bulgarian government institutions in a multicultural setting is an advantage.
