    Organizational Setting and Reporting Relationship

    These positions of Senior Evaluation Specialist are assigned to the Sector and Project Division (IESP) within the Independent Evaluation Department (IED). You will be based at our ADB Headquarters in Manila, Philippines.

    You will report to Director, IESP and will oversee Junior team members.

    Your Role

    As a Senior Evaluation Specialist, you will conduct evaluations and validations for sectors and projects according to the department's work program and protocols. You will focus on specific areas of water, urban development, agriculture, rural development, and food security. You will lead evaluation and validation teams, participate in complex cross-cutting evaluations or larger country evaluations, identify important lessons, and make recommendations to enhance development effectiveness ADB operations.

    You will:

  • Lead or contribute to cross-country, sector-wide evaluations.
Prepare or contribute sector assistance program evaluations. Lead or contribute to high-level evaluations (corporate, thematic, country/regional) and the Annual Evaluation Review report with regard to the water and urban sectors or the agriculture, rural development and food security sectors. Prepare or contribute to synthesis and working papers, and other evaluation products concerning water, urban, agriculture, rural development and food security. Prepare project or Technical Assistance (TA) performance evaluation reports. Prepare validations on project or TA completion reports. Participate in joint evaluations with development partners. Comment on draft evaluation reports and ADB operational documents. Contribute to development and updating approach and methodology for sector and project-level evaluations and validations. Promote learning from evaluations in ADB, development partners, and developing member countries. Perform other tasks as assigned by Director, IESP or tasks that may be assigned as reflected in your work plan.

Qualifications

You will need:

Master's degree, or equivalent, in urban, water, agriculture, environmental policy, natural resource management, rural development, and food security operations, economics, or a related field and at least 5 years specialized experience relevant to the position can be considered. At least 10 years of work experience in project management, sector operations, or development evaluation in developing countries, with familiarity in the Asia-Pacific region. Advanced knowledge in the water and urban sectors and agriculture, rural development, and food security sectors including select areas such as social development, environment, gender, and governance. Experience in policy and technical dialogue, strategy and programming, and environmental and social safeguards in multilateral and bilateral settings is necessary. Advanced skills in applied research, economic, sector/thematic development work, and country/sector/project-level analysis. Functional experience in knowledge management and capacity building. Proficient in oral or written English and ability to mentor a multi-disciplinary team. Please refer to the link for ADB Competency Framework for Technical International Staff level 2.
