    Organizational Setting and Reporting Relationship

    The position of Senior Energy Specialist (Smart Energy Systems) is assigned to the Energy Sector Office (SG-ENE) within the Sectors Department 1 (SD1). SD1 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. SD1, which is comprised of the Energy and Transport Sector Offices, delivers and/or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.

    SG-ENE leads ADB’s energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector in the five regions: Central and West Asia, East Asia, South Asia, Southeast Asia, and the Pacific. SG-ENE is also responsible for implementing ADB corporate initiatives in the emerging areas, energy transition, and Energy Transition Mechanism programs, in select countries.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Director, SG-ENE and will oversee junior staff members.

    Your Role
    As a Senior Energy Specialist (Smart Energy Systems), you will play a critical role in advancing the integration of digital technologies and smart energy solutions into ADB projects and operations. You will work with various stakeholders; provide support to ADB's operational divisions/departments in developing, implementing, and managing projects that improve energy efficiency and optimize energy use; and support the transition to renewable energy sources. You will also build effective partnerships with other sector offices and departments, such as Climate Change and Sustainable Development Department (CCSD), Office of Markets Development and Public-Private Partnership, Private Sector Operations Department, and the RDs, and with cofinancing units to deliver value-added services to the DMCs.


    You will:

  • Develop and implement strategies to integrate digital technologies into ADB energy projects.
  • Support ADB operations in implementing projects/initiatives to digitize energy systems, including the deployment of smart meters, internet of things (IoT) devices, and data analytics platforms.
Collaborate with stakeholders to identify opportunities for digital innovations in energy management. Provide technical support and expertise on smart energy solutions, including smart grids/grid modernization, energy storage systems, and renewable energy integration. Support project teams and stakeholders in the development or design of energy management systems to monitor, analyze, and optimize energy consumption in project facilities. Lead in implementing pilot projects and feasibility studies to evaluate new technologies and solutions. Contribute in evaluating the performance of smart energy systems and recommend improvements. Oversee the implementation of smart energy projects to ensure they are completed on time, within budget, and meet performance goals and quality standards. Assist in preparing project reports, documentation, and presentations for stakeholders. Support the analysis of energy data to identify trends, inefficiencies, and opportunities for improvement, and communicate findings to stakeholders. Work closely with internal teams, external partners, and regulatory agencies to ensure successful project outcomes and compliance with relevant standards. Contribute, as necessary, to the development of policies and strategies for the adoption of digital and smart energy solutions. Provide input on regulatory and policy frameworks, as needed, to facilitate the implementation of smart energy initiatives. Stay abreast of the latest advances in digitalization and smart energy technologies. Conduct research to improve energy efficiency and advance sustainability. Provide training and support to staff on the use of digital energy management tools and the implementation of best practices. Promote the implementation of best practices and standards for digital and smart energy solutions. Prepare articles and other knowledge products disseminated through publications, web-posting and knowledge sharing seminars. Create and lead multidisciplinary teams and ensure the overall quality of its work. Lead, supervise, and support reporting staff, including their performance and development. Ensure the ongoing learning and development of reporting staff. Mentor junior staff and support their learning and integration into SG-ENE. Perform other duties as assigned and reflected in staff’s workplan.

Qualifications

You will need:

Master’s degree or equivalent in engineering, information technology, energy management, or related fields; or University degree and at least 5 years specialized experience relevant to the position can be considered. Certifications in project management, digital technologies, or energy management are a plus. At least 10 years of relevant professional experience in digital transformation, smart energy solutions, or related areas. Technical expertise in digital technologies and smart energy systems with the ability to lead projects and share knowledge to benefit the broad ADB community. Ability to work in a multicultural and multidisciplinary environment. Excellent written and verbal communication skills in English. International experience working in several countries. Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
