Develop and implement energy sector policies and strategies for sustainable and low-carbon development in DMCs. Conduct policy dialogue to support energy sector reforms and private sector participation. Analyze technical issues, economic data and financial statements related to energy sector public and private utilities. Identify key issues impeding the development of sound financial and technical operations of utilities and propose reform actions including private sector solutions. Provide guidance on project design, counterpart engagement, procurement planning, financial management, and implementation. Serve as an advisor on energy sector issues and support other teams with your expertise. Assist the team on budget management, human resources planning, and strategy development. Ensure compliance with internal rules and procedures. Develop and maintain strategic partnerships with internal and external partners for knowledge sharing and project opportunities. Respond to external inquiries as needed. Lead, supervise, and support reporting staff, ensuring their ongoing learning and development. Mentor junior staff and integrate them effectively into the team. Ensure the quality and compliance of lending and non-lending products and operations with energy policies and strategies. Perform other duties as assigned and reflected in staff's workplan.

Qualifications

You will need:

Master's degree or equivalent in engineering, economics, finance or business administration, or related fields; or University degree and at least 5 years specialized experience relevant to the position can be considered. At least 10 years of relevant professional experience in energy. Credible expert in field of expertise with recognized ability to lead projects and share relevant knowledge to benefit the broad ADB community. Significant expertise within a specific area of ADB's operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area. Ability to perform effectively as a mission leader or team lead, exercising supervision, coordination, and planning responsibilities over multi-disciplinary team/unit. Excellent written and verbal communication skills in English. International experience working in several countries. Please refer to the link for ADB Competency Framework for TI2.
