Organizational Setting and Reporting Relationship
The position of Senior Digital Systems and Portfolio Analytics Specialist is assigned to the Portfolio Management Division (PFPM) within the Procurement, Portfolio, and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, PFPM and will oversee junior team members.
Your Role
As a Senior Digital Systems and Portfolio Analytics Specialist, you will lead the digital and analytical transformation of ADB's portfolio management function. You will bring expertise in data science, portfolio analytics, and digital systemsโcombined with sound knowledge of development operationsโto modernize ADB's portfolio oversight and perform advanced, IT-driven portfolio analytics. You will: (a) design and oversee advanced portfolio analytics, data models, and dashboards to improve portfolio oversight and decision-making; (b) support the development of new systems such as SovOps, and promote the modernization of operations systems such as IDS, and other core digital platforms; (c) ensure quality assurance and delivery of institutional and corporate-level portfolio reports; (d) collaborate with ITD to align PPFD's needs with IT solutions that support project compliance, portfolio administration, and performance reporting, while ensuring consistency with ADB's evolving frameworks and digital tools, and maintaining the integrity, availability, consistency, and security of ADB's IT ecosystem; (e) strengthen PFPM's role as a center of excellence in portfolio data and analytics through innovative approaches to data engineering and business intelligence; and (f) mentor staff and lead knowledge-sharing to foster a culture of data-informed, tech-enabled operations.
You will:
Systems and Technology Enablement
 - Support the development of new systems such as the Sovereign Operations System (SovOps) and lead the modernization of existing operations systems where PFPM is an important partner, such as the Integrated Disbursement System (IDS).
 - Provide strategic and technical guidance on IT solutions for project compliance, portfolio administration, and performance reporting, ensuring agreement on ADB's evolving frameworks and digital tools.

Support user adoption through change management, training, and user enablement, while promoting quality assurance through data integrity, governance, and compliance with institutional standards.
Portfolio Performance and Process Improvement
 - Ensure accurate, and high-quality delivery of institutional data outputs, including the Statement of ADB's Operations, Annual Report, donor and DMC fact sheets, country briefs, procurement statistics, and other portfolio-related requirements for Management and the Board.
 - Guide the implementation of project performance policies by providing technical expertise, contributing to process improvements, and working with development partners to promote data-driven portfolio practices.
 - Engage with PAU heads across regional departments to ensure their feedback informs the design and refinement of portfolio data models and systems, so that analytics and reporting better capture operational realities and support stronger portfolio performance .  
Advanced Data Analytics, Foresight, and Strategic Insight
 - Lead advanced data analytics to strengthen PFPM reporting and insights, applying business intelligence innovations, and position PFPM as a center of excellence in portfolio analytics.
 - Deliver independent, data-driven portfolio advice to Management and department heads, supporting strategic oversight with predictive and diagnostic analytics, performance monitoring, and trend/risk analysis.
 - Digitize offline databases and help strengthen systems to ensure critical data is well captured and support primary business processes.
 - Document PPFD domain data and ADB critical indicators in the Data Catalog (or relevant tools) to ensure data consistency, transparency, and reuse.  
Collaboration, Knowledge Sharing, and Mentorship
 - Promote knowledge sharing by developing learning resources and supporting corporate prioritiesโfor example, Results-Based Work Plan targets and digital oversightโwhile promoting a culture of data-informed, tech-enabled operations and continuous improvement.
 - Strengthen collaboration with BIOC, ITD, CTL, SPD, and other main offices to align portfolio and data projects.
 - Mentor and guide staff in reporting, analytics, and performance management, providing clear direction, coaching, and regular feedback.
 - Perform other tasks as may be required and reflected in your workplan, consistent with PPFD's strategic goals and ADB's corporate priorities.  
Qualifications
You will need:
 - Master's degree in Information Technology, Data Science, Business Administration, Economics, Engineering, or other related specialized fields; or University degree in these fields, and at least 5 years specialized experience relevant to the position can be considered.
 - At least 10 years of relevant professional experience, including substantial experience in digital systems, data management, portfolio analytics, or business intelligence. Experience in operations, project management, organizational development, or policy formulation is a valuable asset.
 - Education or training in IT, data science, or digital systems would be a valuable asset, in areas such as data management, data modeling, business intelligence, or systems design.
 - International experience working in development in several countries.
 - Proficiency in expressing ideas in both spoken and written formats in English.
 - Demonstrated expertise in data modeling, data engineering, and business intelligence to support scalable data pipelines, integration of diverse data sources, and development of portfolio analytics solutions is necessary .
 - Track record in applying IT solutions to portfolio oversight, compliance monitoring, and performance reporting.
 - Familiarity with MDB operations, sovereign and nonsovereign project cycles, and results management frameworks is a valuable asset.
 - Credible expert in field of expertise with recognized leading projects and share relevant knowledge to benefit the broader ADB community.
 - Demonstrated performance as a team leader, exercising management, coordination, and planning responsibilities over diverse team/units.
 - Experience in mentoring and coaching team members, providing guidance and advice on project or technical-related matters.
 - Demonstrate potential for higher responsibilities with demonstrated workplace decorum and integrity.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
