Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Position Overview

The Senior Coordinator, Procurement & Compliance will lead CHAI Ghanaโ€™s procurement function, ensuring the timely, transparent, and cost-effective acquisition of goods and services to support both programmatic and operational needs. This role demands a proactive, detail-oriented, and solutions-driven professional capable of balancing strategic oversight with hands-on procurement execution. The Senior Coordinator will spearhead annual procurement planning, manage complex and high-value tenders, cultivate vendor relationships, and ensure full compliance with CHAI policies, donor requirements, and Ghanaian procurement regulations. Additionally, the role will contribute to staff capacity building, continuous process improvement, and risk mitigation across procurement activities.

Responsibilities

Strategic Leadership and Supply Planning

Lead the development and execution of the Ghana officeโ€™s annual procurement plan, ensuring alignment with program goals and organizational priorities.Conduct market research and price analysis to establish accurate cost benchmarks for budgeting and forecasting.Consolidate procurement plans across all programs by the end of Q1 and as needed across the year, ensuring proper documentation, storage, and ongoing monitoring.Advise senior management on procurement timelines, risks, and opportunities for cost optimization.

Procurement Execution and Compliance

Oversee the end-to-end procurement cycle, including requisition preparation, solicitation (RFQs, RFPs, Invitations To Bid), bid evaluation, contracting, and delivery.Ensure all goods and services meet required specifications before payment approval, including conducting pre-delivery inspections for high-value items.Guarantee full compliance with CHAI policies, donor regulations, and Ghanaian procurement laws.Maintain organized, audit-ready procurement records and documentation.

Market Assessment and Vendor Management

Conduct regular market assessments, vendor due diligence, and annual performance evaluations.Maintain and update the supplier database, recommending actions on underperforming vendors to the Country Director and management team.Negotiate favorable terms with vendors to ensure optimal market value in pricing, quality, and delivery timelines.

Capacity Building and Process Improvement

Train program and operations staff on procurement procedures, donor compliance, and supply chain best practices.Identify skill gaps and recommend structural improvements to enhance procurement efficiency and compliance.Lead periodic reviews of procurement processes and implement improvements for greater effectiveness.

Financial Coordination and Cost Management

Collaborate closely with the Finance team to ensure budget availability, correct expense coding, and alignment with approved financial plans.Monitor committed vs. actual expenditures and provide cost analysis to support strategic decision-making.Support finance and program teams during donor audits by providing procurement documentation and compliance evidence.

Perform any other responsibilities as assigned by the Country Director.

Qualifications

Bachelorโ€™s degree in Procurement, Supply Chain Management, Business Administration, Accounting, Finance, or a related field.Masterโ€™s degree or professional qualifications or certifications (e.g., ACCA, CA, CPA, CIPS level 4 Diploma in Procurement and Supply (or higher)) with demonstrated procurement experience are an advantage.Minimum of 3 yearsโ€™ progressive experience in procurement, supply chain management, or financial management within an international NGO, public sector, or private sector environment with a strong understanding of procurement compliance in donor-funded projects.Strong knowledge of procurement planning, tendering processes, contract management, and supplier evaluation.An understanding of local procurement laws and regulations is an additional advantage that will be strongly considered.Proven experience in budget control, cost analysis, and financial compliance related to procurement.Proficiency in MS Office Suite (Word, Excel, PowerPoint) and experience using procurement and financial management systems.Strong interpersonal, negotiation, and communication skills with the ability to work across multiple teams and stakeholders.High level of integrity, attention to detail, and commitment to CHAIโ€™s values and mission. Some travel may be required.
