    Organizational Setting and Reporting Relationship


    The position of Senior Carbon Finance Specialist is assigned to the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila.

    You will report to Senior Director, CCRE and will oversee national staff.


    Your Role

    As a Senior Carbon Finance Specialist, you will support ADB’s developing member countries (DMC) in optimizing carbon finance opportunities to incentivize investments in low carbon technologies and solutions. You will provide up-stream, mid-stream and down-stream support for the DMC governments to design, develop and implement carbon markets related policy framework, build institutional infrastructure to enhance their readiness to take advantage of emerging carbon markets. You will also support identification, design, development, and implementation of mitigation projects considering carbon finance, in partnerships with ADB’s regional departments (RDs), Private Sector Operations Department (PSOD), other departments such as the Office of Markets Development and Public-Private Partnership (OMDP).

    You will:

  • Lead the design and development of carbon markets/carbon finance related policy and strategies for sustainable and low carbon development in DMCs, in consultation with relevant government ministries/departments/agencies and resident missions in the region.
Collaborate with sector offices and regional departments in ADB to propose integrated solutions in response to DMC needs. Provide extensive inputs to policy dialogues to assist governments to undertake reforms, ensure efficient use of resources, and encourage participation of the private sector. Provide extensive inputs to the design, development and implementation of mitigation projects and programs considering carbon finance. You will provide guidance, advice and comment on carbon finance issues in the processing and administration of loans, grants and technical assistance ensuring technical, economic, financial and cross-cutting issues are incorporated and/or addressed into projects. Contribute to internal and external training and conferences on carbon finance, clean energy and other relevant topics for advocacy, dissemination and knowledge-sharing. Perform other duties as assigned and reflected in the work plan.

Qualifications

You will need:

Master’s degree or equivalent in engineering, economics, finance or business administration or relevant fields; or University degree in engineering, economics, finance or business administration or relevant fields and at least five (5) years of specialized experience relevant to the position can be considered. At least ten (10) years of professional experience working directly on carbon finance / carbon market, preferably in Asia and the Pacific region. Thorough understanding of carbon pricing, carbon markets including those emerging under Article 6 of the Paris Agreement and the voluntary carbon markets. Broad experience in the preparation of development carbon credit projects and carbon markets related development policies; exercising supervision, coordination, and planning responsibilities over multi-disciplinary team, and international experience working in several countries. Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB. Additional Information

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
