GGGIโs Caribbean portfolio currently includes country programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean States managed out of the Organization of Eastern Caribbean States (OECS) Commission in Saint Lucia. All GGGIโs Caribbean programs provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects.
In Grenada, GGGI in partnership with Ministries including Housing and Community Development, Climate Resilience and Environment, Economic Development, and other national institutions and development partners aim to deliver on the countryโs vision to address its national housing goals through the provision of resilient, green and affordable housing. GGGI is providing technical assistance and ongoing support to mobilize sustainable finance for these resilient housing initiatives in the Eastern Caribbean, including Grenada.
POSITION SUMMARY
The Senior Associate, (Resilient Green Housing) will be responsible for managing the delivery of specific outputs and activities under GGGIโs Resilient, Green Affordable Housing project in Grenada. This role will be supported by technical guidance from the Senior Green Housing Officer and GGGI teams in the Eastern Caribbean (EC) Office. The Senior Associate will utilize relevant inputs to analyze, develop, and implement work programs that address the unique needs of Grenadaโs housing sector, in alignment with the Scaling-up Resilient, Green Affordable Housing in the Eastern Caribbean project.
PURPOSE
The Senior Associate, Resilient Green Housing will be responsible for managing the delivery of defined outputs and activities of GGGIโs Resilient Green Affordable Housing project in Grenada. S/he will be a GGGI Staff member embedded into the Government of Grenada - Ministry of Social & Community Development, Housing and Gender Affairs to lead project coordination, stakeholder engagement, preparation of project outputs, data collection and build technical capacity.
S/he will support the development and delivery of work programs and activities that meet the unique housing situation in Grenada; support the development of assessments and roadmaps; lead the organization and delivery of country stakeholder engagement plans, capacity building, communication and outreach strategies; maintain effective program reporting and support communication internally and externally in line with GGGI corporate policies, standards and protocols.
ENGAGEMENT
Report directly to the Senior Green Housing Officer.
Advise the Caribbean Representative, Senior Green Housing Officer, Eastern Caribbean project teams and other GGGI staff with evidence and data-driven substantive inputs.
Collaborate with the Eastern Caribbean Sustainable Finance team to deliver outputs and activities that help secure sustainable finance for resilient green housing projects.
Develop and steward effective relationships and partnerships with government stakeholders in Grenada.
Promote green growth and the GGGI methodology and delivery model with the donor community and other stakeholders.
Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach.
Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as โOne GGGIโ.
Work closely with the Eastern Caribbean Program teams to meet the targets as specified in project cycles and work plans.
As opportunities arise, engage with private sector to implement green housing practices in their projects
DELIVERY
Specific tasks include:
Lead stakeholder engagement with national counterparts within the government, academia and private sector to include identification of potential key stakeholders and partners, preparation of briefs and coordination of meetings.
Preparation and validation of required assessments/studies (including but not limited to; feasibility studies, ESIAs, site assessments, etc.) ensuring alignment with national housing regulations, environmental and social regulations and international sustainability standards.
Support the preparation of financial models/structures and investment cases to mobilize public, private, and donor funding to finance national housing projects.
Support the development of a strategic donor engagement plan and prepare briefing notes and materials for sessions and meetings.
Other key duties will include but not be limited to:
Conduct thorough assessment of green growth opportunities within the Grenada housing sector for further development, including the mapping of key stakeholders and regulatory framework conditions.
Support the management and engagement with national stakeholders, including government officials, project managers, consultants and partners, for effective delivery of resilient, green housing interventions.
Work closely with national counterparts, build support and understanding for the mainstreaming of resilient and green housing principles in national development planning.
Support the development of project models, guidelines, roadmaps and/or tools that align with national development priorities and can be promoted to the donor community.
Support the development of project resource mobilization opportunities related to resilient, green and affordable housing in Grenada and the wider Eastern Caribbean.
Support the Sustainable Finance Team in the development of housing investment proposals that incorporate sustainability and resilience considerations, to attract both private and donor institutions and mobilize sustainable finance.
Support the implementation of specific project tasks, including project reporting, monitoring and evaluation.
Support the development of communication and knowledge products on resilient, green housing in the region.
Identify project delivery issues and support the effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
Organize in-country project activities including analytical work, stakeholder consultations, validation meetings & workshops, roadmap or tools development and the planning and implementation of capacity building programs.
Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
Identify and assess opportunities to enhance delivery by leveraging other development partners working in the resilient and green housing space (e.g. think tanks, international development agencies, multilateral development banks, etc.)
REQUIREMENTS
QUALIFICATIONS
Bachelorโs degree in the fields of civil engineering, architecture, urban planning and development, international sustainable development, business administration, or international relations and governance
At least 5 years of relevant experience in housing policy and planning and project implementation.
Proven experience in supporting the development of project related documents/outputs (e.g. proposals/concept notes, pre-feasibility studies, TORs etc.)
Experience in the design, preparation and roll-out of residential or mixed-use construction / retrofit schemes and linked community engagement coordination in a developing country/ SIDS context would be an advantage.
Fluency in English, especially excellent writing and presentation preparation skills are essential
Working fluency in other languages, particularly French and/ or Spanish would be an asset
Overall understanding of the concept of green growth and climate change in the context of developing countries and SIDS
Experience in project cycle management, including using online systems and software for project management and reporting desirable
Experience in day-to-day engagement with Government ministries / agencies and other stakeholders (private sector, NGOs, communities)
Experience in working in development settings.
Experience working for International Organizations would be an asset.
National of Grenada or any OECS Member State

WORKING CONDITIONS
The Sr. Associate is an X7 grade level in GGGIโs national salary scale. The base salary for the position is determined depending on qualifications, experience and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
