Position Overview

Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector partners, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.

The FP2030 Support Network consists of five hosted regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe. The FP2030 Support Network is led by an Executive Director, supported by an Executive Directorate team, who reports to the Governing Board. Each Regional Hub is headed by a Managing Director supported by a small team and hosted by an NGO within the region.

The FP2030 Support Network is hosted by the United Nations Foundation (UNF), which hosts the North America and Europe Hub (NAE) and the Executive Directorate team.

The Senior Advisor, High Impact Practices, will coordinate, facilitate, and manage the HIP Secretariat. This position will require proven senior-level skills in coordinating relationships with donors, partners, and stakeholders. This position will report to the FP2030 NAE Hub Managing Director and will actively engage and collaborate with the technical and program portfolios and regional FP2030 Hubs.

Family Planning High Impact Practices (HIPs) were developed over 10 years ago with the formation of a technical advisory group led by USAID tasked with identifying “what works” in family planning. Today there are over two-dozen HIP publications based on rigorous evidence and proven to work across multiple contexts. HIPs have become the gold standard in family planning programs and help programs focus resources for greatest impact.

The role of the HIP Secretariat was defined and formalized in 2023. At the request of USAID and with agreement from the United Nations Fund for Population Activities (UNFPA), World Health Organization/IBP Network (WHO/IBP), International Planned Parenthood Federation (IPPF), and the Bill and Melinda Gates Foundation (BMGF), FP2030 will assume the mantle of the HIP Secretariat on January 1, 2024, and will coordinate and manage the HIP Partnership encompassing:

• The six Co-sponsors that set strategic direction, provide funding and resources, ensuring sustainability, use their position, influence and convening power to catalyze the implementation of the HIP interventions at scale.
• The Technical Advisory Group (TAG) made up of 25 global family planning experts provide technical direction and leadership for the evidence-based HIP products.
• The Technical Expert Groups (TEGs) formed to write or update HIP briefs as agreed by the TAG.
• The Strategic Engagement Group (SEG) that leads stakeholder engagement, dissemination, and use of HIP briefs and other products, working in close co-ordination with the WHO/IBP Network.
• The HIP Partners, 60+ external partner organizations that have signed up to disseminate HIP information in their organizations.

  The HIP Secretariat is also responsible for the following:

  • Hosting and maintenance of the HIP website.
  • The process for recruitment of TAG members, TEG members, and HIP brief writers on an annual basis or as needed.
  • The process for development of HIP briefs.
  • The Secretariat budget and reporting to Co-sponsors.

    • Lead coordination and communication among the six Co-sponsors, including monthly meetings, five-year strategic plan, and annual workplan.
    • Build relationships with key stakeholders including donors who may wish to join the Co-sponsors.
    • Convene the TAG and coordinate communication between the TAG and the Co-sponsors. Work with both groups to set the agendas for bi-annual technical meetings.
    • Create and manage a scholarship fund to enable unsponsored members especially from the global south to attend in-person meetings.
    • As needed, identify chairs and or co-chair the TAG meetings.
    • Oversee management of the HIP website, including liaising with the website content manager, TAG members, Co-sponsors, and the MOMENTUM CGL project to ensure regular updates.
    • Supervise the HIP brief updates and production including the TEGs and processes to ensure that topics identified by the TAG are produced in a timely manner according to the HIP principles, posted on the website, and shared with the SEG.
    • Provide global leadership in HIPs including leading the Global Steering Committee on Postpartum Family Planning/Post-abortion Family Planning.
    • Participate in HIPs Measurement sub-committee and collaborate with USAID and BMGF in the measurement of HIPs implementation in select countries.
    • Participate in global and regional events and conferences to promote high impact practices and highlight key learnings and best practices in scale up of HIPs.
    • Review and supervise the creation and preparation of HIP analysis documents for all FP2030 commitment-making countries that highlight opportunities for focus and investment.
    • Manage budget of the Secretariate and report to the Co-sponsors on a timely basis.
    • Other duties as assigned.

      Selection Criteria

      • Bachelors degree required. Master’s degree preferred or a minimum of 15 years of relevant technical experience with bachelor's degree.
      • 10 years of professional experience in an international reproductive health/family planning .
      • Strong understanding/experience with gender mainstreaming, gender integration, women’s rights, or women empowerment within the context of global health, preferably with family planning.
      • Proven project management expertise.
      • Experience working with multi-stakeholder partnerships including donors, multi-lateral agencies, developing countries and civil society organizations.
      • Proven record of coordinating development partners and managing effective mechanisms for monitoring and reporting at global, regional, and country levels.
      • Ability to think strategically and drive project implementation.
      • Ability to work in a complex and fast-paced environment and manage multiple work streams.
      • Exceptional interpersonal skills and cultural competencies.
      • Excellent writing, editing, presentation, communications, and research capabilities.
      • Strong spoken, analytical, and writing skills with advanced knowledge of and proficiency in the MS Office Suite (Word, Excel, Outlook, PowerPoint).
      • Ability to travel domestically and internationally as needed.
