Work LocationBogota, Colombia Expected duration3 months Duties and ResponsibilitiesUN-Habitat is the United Nations Programme charged with promoting more inclusive, safe, resilient and sustainable cities and human settlements through policy advice, technical assistance and collaborative action, leaving no one and nowhere behind. At the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) held in Quito, Ecuador, on 20 October 2016, the New Urban Agenda was adopted as a roadmap to guide city development efforts for a wide range of actors (states, city and regional leaders, donors, UN pro-grammes, academia, civil society, among others) for the next 20 years. The New Urban Agenda (NUA) has as its guiding axes the promotion of more inclusive, compact and connected cities and territories through urban planning and design, urban governance and legislation, and the urban economy. The UN-Habitat office for the Andean Countries promotes in the region the implementation of the New Urban Agenda and the achievement of the Sustainable Development Goals, especially the SDG on cities, through strategic alliances with local, regional and national governments that enable the potential of actions in the territories for the promotion of the aforementioned guidelines, and promotes tools to facilitate public management aimed at actions from the perspective of the territory, governance, urban economy, resilience, among others. Based on these experiences and methodologies developed, UN-Habitat has international cooperation projects in the region of the Andean countries that have among their implementation components: the formulation of IUO profiles, support to local governments in their structuring and the search for joint alliances for their transformation into strategic projects with a territorial impact. RESPONSIBILITIES a.) Information and validation: โข The consultant will be responsible for keeping the HUB Coordinator informed and having to ob-tain validation of his/her activities during the consultancy. b.) Development: โข The Senior Advisor will be responsible for keeping the Hub Coordinator informed and obtaining validation of his/her activities throughout the project cycle. โข Provide inputs for the elaboration of technical and economic proposals related to the formula-tion of new projects, as well as the implementation of existing ones, specifically with the drafting of concept notes, project documents, implementation plans, budgets, terms of reference, mem-oranda of understanding, agreements and other cooperation mechanisms to be defined by the UN-Habitat Coordinator. โข Provide support in the actions required by the UN-Habitat HUB Coordinator for resource mobili-zation, including negotiations and agreements with funding counterparts. โข Support compliance with the Agency's project approval processes, as well as observe monitoring relevant to the development and implementation of programmes and projects. โข Support recruitment and team building processes, providing input for the drafting of terms of reference, taking part in the evaluation of candidates and preparing and validating selection minutes if required. โข Provide input for the identification and mitigation of project risks, including relevant challenges or omissions and other situations that may affect project development and implementation. โข Liaise with partners to obtain expressions of interest. โข Generate, coordinate and manage those technical, administrative and operational inputs re-quired, within the framework of their programme responsibilities and in the SAP package. โข Prepare technical and financial proposals, as well as implementation plans and budgets, and ob-tain counterpart approval. โข The consultant will be responsible for maintaining an orderly and accessible information archive according to the Hub, ROLAC and PAAS systems. โข The consultant will be responsible for supporting Tier 4 in recruitment and team building pro-cesses, providing input for the drafting of terms of reference, taking part in the evaluation of candidates and preparing and validating selection minutes if necessary, as well as taking the necessary actions in the SAP package. โข Identify potential strategic partners related to the implementation of project components. โข Prepare progress reports, as necessary and requested for the proper verification of their activi-ties and project management, being that financial reports are only issued by the regional PMO. โข Provide inputs for the systematisation and exchange of successful practices and experiences with other HUBs in the region, with headquarters branches, counterparts and whoever the Hub coordinator designates. โข Support compliance with the Agency's project approval processes, as well as observe relevant monitoring of programme and project development and implementation. This is to ensure that projects meet objectives, timelines, budgets and quality. c.) Others: โข Participation in events and/or meetings proposed by UN-Habitat related to the projects, or in the framework of the development and territorial planning policies of the cities involved, when necessary and required by the coordination. โข Support the Andean Hub Office in the preparation of technical documents required for the design, monitoring and evaluation of technical cooperation projects. โข When necessary, provide support to the Project Coordinators and the UN-Habitat team in establishing communication with counterparts. โข Support other activities as requested and by mutual agreement with the UN-Habitat HUB Coordinator, within the framework of the present consultancy and without prejudice to the fulfilment of his/her responsibilities. d.) Approval: โข Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation neces-sary for internal approval of projects, following the provisions of the various manuals of pro-cedures, internal regulations, and regular channels established by the Agency. e.) Implementation: โข Support the identification of project opportunities found in the UN-Habitat Cooperation Frame-work in the territory. โข When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties. โข Provide inputs for the development of technical and economic proposals related to the formu-lation of new projects, as well as the implementation of existing ones, specifically with the drafting of conceptual notes, project documents, implementation plans, budgets, terms of ref-erence, memorandums of understanding, agreements and other cooperation mechanisms de-fined by the UN-Habitat Coordinator. โข Participate in interagency groups of the United Nations System, project meetings, official mis-sions and/or events related to the projects in which you participate. โข Support other activities requested and by mutual agreement with the Project Coordinator and the UN-Habitat HUB Coordinator for Andean countries, within the framework of this consul-tancy and without prejudice to the achievement of their responsibilities. โข The consultant will be responsible for preparing inputs for progress reports and reports, as neces-sary and requested for the proper verification of its activities and project management. โข Prepare inputs for the systematization and exchange of successful practices and experiences with other HUBs in the region and with the branches of the headquarters. f.) Knowledge Management: โข The consultant must know the processes, procedures, and standards of the organization, to ensure adequate quality of the activities described above according to the standards of the organization. โข Propose formats and procedures that allow the efficient implementation of the Agency's projects. โข The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. โข Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. โข Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. โข Prepare reports and other documents related to meetings, missions and activities developed by the NATIONAL UN-Habitat Office. โข The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on sustainable urban development issues set out in the Agency's mandate. โข Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. โข Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities. โข Identify strategic allies for the implementation of the New Urban Agenda in Andean countries. โข Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. g.) Others: โข Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. โข The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. โข The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity. Qualifications/special skillsAdvanced degree (masterโs degree) in urban development, economic development, political science, international development, public policies, public management, sociology, or similar. A first degree in areas related to Urban Development, Social Sciences, Government and International Relations, Econom-ics and/or related with an additional eight (8) years of experience relevant to the position would be ac-cepted in lieu of the advanced degree. Complementary studies related to project management, migra-tions, and/or human sciences will be highly valued. Minimum ten (8) years of work experience and eight (6) years of specific experience in projects related to urban and economic development, migration, territorial planning, urban management, stakeholdersโ engagement, and/or related. Previous experience in the United Nations System and/or at international cooperation agencies will be preferred. Good handling of technological tools, and commercial packages e.g., Microsoft Windows, Office and Internet. LanguagesThe language of the consultancy is Spanish and English, other official languages of the United Nations will increase score. Additional InformationThe consultant will be responsible for completing all courses or trainings indicated to him/her by UN-Habitat HUB Coordinator. It is mandatory to accredit during the first month of hiring, the UNDSS Basic Security in the Field (BSITF) security course and the I Know Gender: An Introduction to Gender Equality for UN WOMEN staff course. โข The consultant will be responsible for their security, so he/she should familiarize his/herself with United Nations security mechanisms in accordance with the Framework of Accountability for the United Nations Security Management System.
