Org. Setting and ReportingThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. This post is located in the Division of Regional Office for the Arab States (ROAS), Manama, Bahrain duty station, within the Programme Management Unit, under the direct supervision of the Administrative Officer (PMO), and overall supervision of the head of Bahrain Programme, the incumbent will perform the following duties: ResponsibilitiesHuman Resources Management โ€ข Coordinates various actions related to the administration of the unitโ€™s human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. Liaises with central administration/executive services as required. โ€ข Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. โ€ข Advises staff on visa matters. โ€ข Provides advice and answers general queries on classification procedures and processes. โ€ข Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. โ€ข Supports ROAS HR focal points regarding entitlements for staff in accordance with the Secretariat/UNDP rules and regulations. โ€ข Supports ROAS HR focal point on programme-related local staffโ€™s contractual status with UNDP, UNOPS or third-party agencies to ensure appropriate and support recruitments and renewals of contracts, monthly salaries, promotions, within-grade increments, performance evaluations and any other HR requirements for staff. โ€ข Contributes to the budget review process through an analysis of staffing pattern and needs of the programme, makes recommendations regarding the organizational structure of the programme, and the effective planning of human resources. โ€ข Supports the processing of financial obligations for staff contracts extensions and recruitments in UMOJA. โ€ข Monitors HR staffing Database for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff. Budget and Finance โ€ข Provides expert assistance in the preparation and development of the unitโ€™s work programme and budget. โ€ข Assists in monitoring budget/work programme with respect to various budgets, trust funds, grant and other funds on a regular basis, and suggests reallocations of resources and implements the reallocations as necessary. โ€ข Collects data from relevant databases and prepares customized financial reports. โ€ข Provides assistance in the review, and preparation of the medium-term plan and its revisions. โ€ข Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from departments/offices at headquarters and in the field, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates. โ€ข Assists managers in the elaboration of resource requirements for budget submissions. โ€ข Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. โ€ข Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. โ€ข Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โ€ข Assists in the preparation of budget performance submissions. โ€ข Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. โ€ข Follows up payments and ensure timely identification and recording of payment receipts. โ€ข Creates assigned financial transactions in UMOJA (FC (Fund Commitment), SES (Service Entry Sheet), AP (Accounts Payable), IP Grants (Implementing Partner Grants), POs (Purchase Orders), SCโ€™s (Shopping Carts, etc.) โ€ข Under the request of the Head of the Programme and direct supervision of the Administrative Officer, prepare periodic petty cash requests, do the financial commitments in UMOJA, Obtain the related receipts and prepare the expenditure excel sheet covering the spent amount. โ€ข Supports/follows up on the preparation of the Financial Authorization to UNDP-Bahrain. General Administration โ€ข Provides guidance, training and daily supervision to other general service staff in the area of responsibility. โ€ข Identifies and resolves diverse issues/problems as they arise and determines appropriate actions. โ€ข Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the field. โ€ข Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations). โ€ข Maintains the necessary databases and information systems to facilitate the preparation of budgets, financial reports and inventory, taking into consideration the variables that occur in the ongoing operations of the project. โ€ข Represents UN-Habitat at the UN-OMT-AWG (Operations Management Team, Admin Working Group). โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Assists with visualizations and updating information material such as web pages or brochures. Contract Administration โ€ข Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. โ€ข Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. โ€ข Processes the payment of contractors' invoices and monitor payments. โ€ข Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including UN grounds passes, property passes, UN parking permits, swipe-card access and door keys. โ€ข Reviews and checks procurement solicitation documents (RFQ, RFP, ITB, etc.) and overseeing the evaluation and awarding process. โ€ข Creates the financial transactions in UMOJA in relation to all types of procurement. โ€ข Coordinates with UNON Procurement to facilitate finalizing the contracts above the Programme and ROAS Delegation of Authority (DoA). โ€ข Identifies issues, problems, lessons learned and propose the solutions. Experience within the United Nations Systems or similar international organizations is desirable. Experience with UN policies, procedures and operations or a similar international organization is desirable. Experience working in Enterprise Resource Planning (ERP) systems such as SAP is desirable. 1 year or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and Arabic is required. Knowledge of another official United Nations language is desirable.
