The WB is a member of the UN Security Management System. It also maintains close working relationships with other International Financial Institutions, such as the International Monetary Fund, the African Development Bank, and the Inter-American Development Bank.

Reporting to the Managing Director and World Bank Chief Administrative Officer, the Global Corporate Solutions (GCS) Department brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services, such as travel, conferences, and multimedia.

Corporate Security (GCSSC) is a division within the World Bank's Global Corporate Solutions Department. It is responsible for the strategic security program that empowers the WB to carry out its business worldwide.ย 

GCSSC staff serve at both WB Headquarters in D.C. and Bank Group offices in more than 40 countries. The division's mission is to support global operations by employing risk mitigation strategies and promoting the principle of shared responsibility for security and safety.

General
The position of Security Specialist (Fire Life Safety CO Support) will be established in Washington, D.C. The Fire Life Safety CO Support is part of the Corporate Security Engineering Team Fire Life Safety CO support,ย  report to, and receive support and direction from the Manager, Corporate Security (GCSS2) through the Fire Life Safety Program Manager and Senior Security Specialist (SSS) Physical Security Engineering based in Washington, DC.ย  The Fire Life Safety CO Support works in concert with field Security Specialist, Senior Security Specialists, and members of the Fire Life Safety team to deliver subject matter expert advice and consultation services and provide direct support globaly.ย ย 

In concert with the Fire Life Safety Program Manager provide strategic and executive direction for the optimization of the Fire Life Safety program while also assisting with the design, project management and maintenance of the overall system at the WBG globally.

Additionally, the position will require regular interaction with other external and internal stakeholders, such as Corporate Real Estate & Facilities, Corporate Procurement, Health Services Department, and property insurance underwriters. Close coordination with field Security Specialist and Senior Security Specialists will be required. The incumbent will serve in a full-time capacity and be on-call for emergencies.

Roles and Responsibility:

The Security Specialist CO Support works in concert with the Security Specialist responsible for Fire Life Safety to deliver subject matter expert advice, consultation services, and technical guidance for WBG global offices in alignment with WBG standards and applicable regulations with the following specific and general duties.
โ€ข Readiness, Awareness, and Monitoringย 
o Coordinate the review of Non-HQ office FLS plans in conjunction with Country Security Specialist, Senior Security Specialist, Corporate Real Estate Project Managers for both IFC and IBRD.
o Oversee and manage fire prevention and risk mitigation programs in collaboration with WBG Insurance and Liability units.
o Ensure that a functional fire notification system is maintained across all offices at globally, fire alarm system and emergency notification system.ย 
o Promote fire life safety awareness and emergency preparedness training throughout the WBG offices globally all staff through various tools; training videos, intranet resources, brochures, simulator panels, etc.โ€ฆ in collaboration with Corporate Security Communications and Training Team.
o Advance and communicate WBG approach to FLS in Non-HQ office locations where an applicable Fire Code does not exist.
o Ensure the Fire Life Safety web page under the Corporate Security Program is regularly updated and maintained as needed.
o Establish a monitoring process for all fire life safety emergencies and alarm incidents at all global offices. Ensure full scale investigations are conducted to determine the root cause and the implementation of required preventive and mitigation measures for all incidents.
o Share lessons learned and technical insights to improve fire safety awareness globally within the organization
o Partner with HSD in the Health and Safety Working Group to ensure provisions are made for staff accommodation based on the Americans with Disability Act (ADA) and Occupational Safety Health Administration (OSHA).
o Coordinate activities and monitor effectiveness of global fire marshals located in Non-HQ offices with lodging occupancies.ย ย 
o Coordinate research for fire and smoke mitigation technologies which would improve delivery in locations where hazards can be mitigated.
o Promote, together with Corporate Security Communications and Training Team, fire life safety awareness training throughout the WBG.ย 

โ€ข Technical Guidelines and Framework
o Develop and maintain WBG FLS standards for global facilities, and coordinate and monitor compliance with WBG accepted International Fire Standards as prescribed by International Fire Code, NFPA, and/or local fire codes.ย 
o Maintain and update the WBG Fire Life Safety Framework, ensuring continuous improvement in emergency and fire safety plans globally.

โ€ข Project support
o Provide project support, collaborating with project stakeholders to identify potential fire safety risks and recommend mitigation strategies.ย 
o Conduct design reviews for ongoing and planned projects to ensure adherence to fire safety regulations and best practices.
o Ensure project compliance with local and international fire safety standards, including National Fire Protection Association (NFPA) codes, International Building Code (IBC), and other relevant regulatory requirements

General:
โ€ข Conduct travel missions as required to supervise and support the WBG Global Fire Life Safety Program.
o The incumbent will collaborate with multiple stakeholders, including the International Finance Corporation (IFC), Corporate Real Estate & Facilities (GCSCR), Corporate Procurement (BPSCP), GCS Liability Insurance (GDLI), and the Health Services Department (HSD), to enhance fire life safety measures globally, ensuring that these measures are appropriate and meet applicable codes and WBG standards, providing guidance on best practices, risk mitigation, and regulatory compliance.
โ€ข Maintain the Global Fire Survey Data Base and interpret findings to define critical response areas.
โ€ข Conduct investigative review of all fire incidents and/or fire-related evacuations of WBG facilities.ย 
โ€ข Assist in conducting security site assessments and investigations where required.
โ€ข Serve as the acting Fire Life Safety Program Manager in their absence, ensuring continuity of operations and decision-making.
โ€ข Stay informed on advancements in Fire Life Safety technology and best practices to enhance the WBG Fire Life Safety program, providing expert guidance and recommendations.

โ€ข A masterโ€™s degree with 5 years of relevant experience in fire science or fire protection management or a relevant field. A bachelorโ€™s degree in combination with 7 years of qualifying experience may be accepted in lieu of the masterโ€™s degree. A career level diploma (at least 3 consecutive years of training) from a recognized fire protection institution, college program, or fire academy may on an exceptional basis substitute for a bachelor's degree.
โ€ข Working knowledge of applying applicable local fire codes and National Fire Protection Associations Life Safety Codes.
โ€ข Confirmed experience in the complexities of fire evacuation across multiple buildings of varying occupancy types
โ€ข Project Management Professional Certification PMPยฎ or equivalent preferred but not required. Strong understanding of project management principles, methodologies, and tools.
โ€ข Prior experience with an international or diplomatic organization preferred.
โ€ข Demonstrated experience with operational planning to effectively plan, direct, organize and coordinate diverse activities to ensure effective delivery of a work program.
โ€ข Knowledge to communicate fire/smoke related threats and risk mitigation to non-security professionals including senior management.
โ€ข Proven proficiency in speaking, reading, and writing English.ย 
โ€ข Proven experience in Fire Life Safety resource management, including but not limited to procurement and budgeting.

Specialized Skills
โ€ข Demonstrated experience in Fire safety or Project Management for international corporations and/or international or diplomatic organizations.
โ€ข Analytical mind, able to analyze, collect, and aggregate information and present data effectively to internal and external clients.
โ€ข Familiar with fire safety risk assessment, risk mitigation programs and procedures for operations in various environments.
