Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Incumbent reports to the Chief/Deputy Security Officer or to a Senior Security Officer. The principal duty of the Security Officer is to effectively ensure the safety and security of UN staff, UN property, project personnel and eligible dependents in the field mission as well as to enhance the credibility of the United Nations as an instrument of peace and justice. The temporary position is based in Port-au-Prince and is located with the Safety and Security Section, Emergency Response Team. ResponsibilitiesUnder the general supervision of the Chief/Deputy Security Officer or to a Senior Security Officer, the Security Officer, FS-6 will perform the following tasks: • Contributes to the PSA/CSO in the office management procedures and/or supervises a Security Unit, as needed; • Strategizes and develops effective security and contingency plans for a security unit and its operations; • Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues; • Conduct patrols to check security conditions at all facilities of UNSMS organizations in Port-au-Prince and report all incidents to the Security Operations Centre (SOC); • Provides initial support and intervention in the event of civil disturbances such as demonstrations outside facilities of UNSMS organizations; • Extract and escort staff stranded at offices of UNSMS organizations during periods of widespread violent civil unrest; • When required serves as a member of the Security Cell, implements and evaluates the security plan; • Evaluates air, land and sea emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate action; • Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; • Analyzes the level of security risk for the area of operations; • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; • Briefs the PSA/CSO or Deputy PSA/CSO on the status, activity and requirements of the unit; • Identifies gaps in existing capability and recommends amendment accordingly; • Inspect security equipment and ensure minimum equipment requirements are purchased, maintained and deployed. • Acts as Duty Officer within the Security Section; • Performs other duties as required. Job - Specific QualificationValid United Nations Certification for the following firearms: Glock 19 pistol, MP5, G36 is required. Work ExperienceA minimum of ten (10 Years') experience with high school diploma or equivalent technical or vocational certificate, is required Five years' experience with a first level university degree, is required in lieu of, with progressively responsible experience in security operations, or similar within the military, police or security management; of which at least two years' experience and exposure at the international level and at least one year of experience in a conflict and post-conflict environment. Specialized experience in security risk assessments, emergency response, extraction of staff, security planning, security operations, standard operating procedures, coordination with local authorities and law enforcement agencies, security administration, security in a post-conflict environment is desirable.
