The Coalition of Finance Ministers for Climate Action
The Coalition of Finance Ministers for Climate Actionย (the โCoalitionโ) was established in 2019 and is based around the six ย Helsinki Principles, which all countries endorse upon joining the Coalition. The World Bankโs Climate Change Group, along with the International Monetary Fund (IMF), host the Secretariat for the Coalition. The Secretariat brings together people and knowledge from other groups within the World Bank and the IMF in its support for the Coalitionโs work.ย
ROLES AND RESPONSIBILITIES
The Coalition is growing fast and is soon expected to reach 100 member countries. At the same time, membersโ expectations towards deepening the Coalitionโs work are growing, especially in capacity building, knowledge sharing and impactful policy implementation.
The Secretariat is responsible for supporting the leadership, work, and efficient functioning of the Coalition. The responsibilities of the Secretariat are the provision of administrative, logistical, technical, and strategic support to the Coalition and Co-Chairs in achieving its objectives. The Secretariat is responsible for facilitating the development and implementation of the Coalitionโs work program and work plans and acts as a service delivery unit for the Coalition.ย
The Secretariat is led by the Secretary, acting on full-time basis, with sufficient seniority, experience, and skills, as well as understanding of the Coalitionโs objectives.ย
Responsibilities of the Secretary are:
a. To lead the performance of the Secretariatโs tasks and duties as outlined in the Coalitionโs Charter.b. To serve as the Secretariatโs central focal point towards the Coalition members and partners.c. To provide strategic and operational guidance to the Coalition leadership (Co-Chairs) to deliver on its mission and effectively implement its objectives, leveraging opportunities and supporting member ministries.d. To be responsible for the successful implementation, coordination and updating of the Coalitionโs work program and related work plans of the workstreams in close collaboration with Co-Chairs, member countries and institutional partners.ย e. To deliver towards meeting the Coalitionโs overarching goals by overseeing ministerial events organization, policy work and knowledge creation, delivery of support services to member countries, activate member leadership and mobilize targeted technical support from partners in response to member needs, and to expand the reach of the Coalition to new countries.f. To maintain strong relationships and build productive partnerships with Institutional Partners and reach out to relevant academic and industry experts for substantive contributions, while commissioning and coordinating the research and activities required to deliver on the work program of the Coalition set by member countries.g. To foster strong relationships inside and between the World Bank and IMF as joint host institutions of the Coalition Secretariat, ensuring a strong collaborative effort towards the Coalitionโs work program, and leveraging the institutionsโ knowledge and capacity in support of the Coalitionโs overarching mission.ย h. To be responsible for the yearly monitoring and evaluation process of Coalition activities, based on the Co-chairsโ strategy, Coalition work program, and related documents.i. Support fundraising efforts for the Coalitionโs growing activities and multi-year budget, in close collaboration with relevant World Bank trust fund employees.j. To coordinate internally with relevant World Bank units regarding their contributions to the technical areas of work of the Coalition and striving towards strategic alignment of Helsinki Principles and the Coalition objectives with the WBG Whole of Economy Approach, working closely with among others with SD, EFI and other relevant departments. Both have the goal of mainstreaming climate into the function of the Ministries of Finance in WBG client countries.ย ย
Selection Criteria
โข Possesses an advanced degree in finance, economics, or similar field relevant to the Coalitionโs mission.ย โข Prior experience working directly in (or closely with) Ministries of Finance, possessing deep understanding of the roles and functions of Ministries of Finance.ย โข In addition to meeting all Bank-wide Grade GH level position criteria (i.e., work in at least two world regions or a combination of region and corporate assignments, and field experience preferred), minimum of 12 years of combined relevant experience in engaging with relevant stakeholders, such as governments, multilateral development banks, international institutions, and other organizations in the climate and finance space.โข Proven leadership skills and solid management experience, leading prior relevant initiatives, organizations and/or teams in the public sector, climate, or finance-related space.โข Deep understanding of the core competences, responsibilities, and key policy instruments for Ministries of Finance, especially in relation to climate action.โข Ability and experience in initiating processes and convening diverse parties, experience liaising and coordinating with different stakeholders and groups (at the global as well as national level) and proven capacity to explain complex issues to various audiences.โข Ability to address a range of substantive issues related to climate finance and its relationship to fiscal, macroeconomic, and financial sector policies and sustainable development.โข Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationships and/or partnerships.ย โข Demonstrates ability to think strategically, see the big picture, initiate, and execute impactful ideas, and to rapidly analyze diverse information from varied sources.ย โข Demonstrates ability to effectively manage teams, to deal sensitively in multi-cultural environments, and build productive working relations with clients and colleagues.โข Excellent and proven people management and interpersonal communications skills.ย โข Demonstrates ability and the necessary organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, balance competing demands and achieve agreed-upon results.โข Service-oriented towards member countries with a hands-on attitude.โข Excellent oral and written communications skills in English.
Other Selection Criteria
โข Expertise in intergovernmental processes in climate change fora is a main competence.โข Professional oral and written communications skills in Spanish and/or French is a strong plus.โข Strong communication and facilitation skills, including the ability to present complex analyses to non-specialist audiences.โข Ability to work flexibly on a range of assignments and adjust to a variety of complex evolving tasks to meet tight and rolling deadlines.โข Strong interpersonal skills and the capacity to work in diverse teams, across organizational boundaries, and in multi-cultural environments.
