The consultant will work in close collaboration with the projectโs team and the operational, technical, and communications teams of UN-Habitat Brazil in Rio de Janeiro. He/She may also collaborate with municipal and state government officials, media, and civil society organizations. Work LocationHome based Expected durationEight (8) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Program (UN-Habitat) is to promote the sustainable development of human settlements and policies that lead to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners to implement the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). UN-Habitat helps the urban poor by transforming cities into safer more inclusive, compact, integrated, resilient, and connected places, with better opportunities, where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin America and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. UN-Habitat initiated a project with the State Government of Rio de Janeiro (Governo do Estado do Rio de Janeiro โ GERJ) that aims to strengthen urban resilience in the State of Rio de Janeiro based on the implementation of the 2030 Agenda and the New Urban Agenda principles. The project Inclusive and Sustainable Rio helps the State to achieve urban prosperity while implementing global sustainable urban development agendas. In particular, the proposal focuses on increasing its urban resilience through the development of disaster prevention and mitigation actions. The โVoluntary Local Reviews on the SDGs developed for two Pilot-cities and the State of Rio de Janeiroโ is part of the Inclusive and Sustainable Rio initiative. Its primary byproduct is a report aiming at providing technical guidance, building local capacities, being a tool to strengthen connections, alliances and collaboration between local and state governments focused on the review of the implementation of the SDGs and the Agenda 2030 locally. To support the implementation of this project and UN-Habitat's mandate in Brazil, a SDGs Analysis Consultant is required to work on the โVoluntary local reviews on the SDGs developed for two Pilot-cities and the State of Rio de Janeiroโ. Report to UN-Habitat Manager The SDGs Analysis Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The SDG Analysis Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Write a report concerning the two Pilot-cities and the State of Rio de Janeiro. b) Analyse the data and systematise it according to the characteristics of the selected cities. c) Visit selected municipalities to validate the information and discuss priority projects. d) Prepare and organize participatory technical workshops. e) Provide, when possible, an integrated perspective on basic urban services such as housing, mobility, energy, water, sanitation, etc. and their vulnerability to extreme weather events. f) Support reports to partners, internal reports, etc. at various stages of the projects. g) Be responsible for maintaining an organized and accessible information file. h) Maintain close communication with counterparts and local partners, such as the governments, civil society organizations, universities, private sector, etc. i) Be responsible for ensuring that all activities observe the principles of integrity of the United Nations. j) Participate in weekly virtual meetingsโand occasionally in-person meetingsโheld during regular working hours throughout the product development phase, upon request. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should ger familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The SDGs Analysis Consultant shall assist in the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 โ Work plan Description: Work plan must contain: (i) identification of relevant concepts and approaches regarding the development of the Voluntary Local Reviews (VLR) and establishment of criteria to identify priority SDGs in two Pilot-cities and the State of Rio de Janeiro; (ii) definition of activities, methodologies, data sources and key participants in the activities based both on the (a) Action Oriented Voluntary Local Review methodology and the (b) The Handbook of Local Voluntary Reviews for Brazilian subnational governments: Territorializing the Sustainable Development Goals (โCartilha para elaboraรงรฃo de Revisรตes Locais Voluntรกrias: Territorializaรงรฃo dos Objetivos de Desenvolvimento Sustentรกvel nos governos subnacionais brasileirosโ); (iii) working group proposal to monitor the development process; and (iv) detailed schedule of activities and results. The format, number of people, and frequency of working group meetings will depend on the capacities and needs of both the two Pilot-cities and State governments. The Work plan must include a Gantt Chart with detailed activities and must be submitted both in .xlsx and .docx formats with step-by-step description of the activities. Expected delivery date: 15 days after signing the contract. Product 2 โ Situation Analysis Report Description: The situational analysis serves as a diagnostic of existing data and policies and their alignment with the SDGs, with the aim of establishing subnational coherence with the 2030 Agenda and identifying opportunities for action. The Situation Analysis Report must contain: (i) collection of information to identify indicators, policies, and instruments related to the objectives of the VLR; (ii) alignment with the SDGs and other measurement tools for tracking progress towards the 2030 Agenda; (iii) availability and identification of data sources to assess data accessibility, quality, and availability, preferably disaggregated by population subgroups and geographic areas; (iv) prioritization and selection of indicators; (v) analysis of secondary data and policies, including, where possible, an assessment of their alignment with the VLR objectives, while highlighting successes, gaps, and areas for potential improvement; and (vi) mapping of relevant stakeholders. The Situation Analysis Report will consist of three (3) separate volumes โ one for each territory (two Pilot-cities and the State of Rio de Janeiro) โ each including an introduction and a brief explanation of its role within the overall set. The three volumes, each with approximately 30 pages, will form a 90-page set. The Situation Analysis Report Set must be submitted in .docx format, following the structure defined in the methodology and in accordance with the Brazilian technical standards ABNT NBR 14724:2024 and NBR 10520:2025. A corresponding bibliographic reference file in. bib format must accompany each volume. Further formatting instructions, including a Report Template, may be provided by the UN-Habitat product team. Expected delivery date: 60 days after signing the contract. Product 3 โ Two Pilot-cities and State of Rio de Janeiro Voluntary Local Report (preliminary version) Description: The two Pilot-cities and State of Rio de Janeiro Voluntary Local Report (preliminary version) must contain: (i) complete review and analysis of all collected data and its relation to the SDGs; (ii) strategic vision for the state government, considering the collected evidence to understand the current status of the 2030 Agenda in the state; and (iii) recommendations to achieve the SDGs, establishing specific actions and paths to achieve the SDGs, filling the existing gaps identified. The output will consist of three (3) separate volumes โ one for each territory (two Pilot-cities and the State of Rio de Janeiro)โ each including an introduction and a brief explanation of its role within the overall set. The three volumes, each with approximately 60 pages, will form a 180-page set. The State Voluntary Local Report Set (preliminary version) must be submitted in .docx format, following the structure defined in the methodology and in accordance with the Brazilian technical standards ABNT NBR 14724:2024 and NBR 10520:2025. A corresponding bibliographic reference file in. bib format must accompany each volume. Further formatting instructions, including a Report Template, may be provided by the UN-Habitat product team. Expected delivery date: 120 days after signing the contract. Product 4 โ Two Pilot-cities and State of Rio de Janeiro Voluntary Local Report (final version) Description: The two Pilot-cities and the State of Rio de Janeiro Voluntary Local Report (final version) must contain: (i) consolidation of deliverables (products 2 and 3), adjusting to the revisions requested by the UN-Habitat team and the Government of Rio de Janeiro; (ii) in-person workshops for civil servants to present the preliminary content of the VLR and strengthen institutional capacities to implement the 2030 Agenda in the state; and (iii) an executive summary synthesizing the overall performance of government policies within the SDGs, key findings, recommendations, and challenges to strengthen the localization of the policies. The output will consist of three separate volumes โ one for each territory (two Pilot-cities and the State of Rio de Janeiro)โ each including an introduction, an executive summary of up to five pages, and a brief explanation of its role within the overall set. All volumes must follow the templates adopted by UN-Habitat. The three volumes, each with approximately 60 pages, will form a 180-page set. The two Pilot-cities and State of Rio de Janeiro Voluntary Local Report (final version) must be submitted in .docx format, following the structure defined in the methodology and in accordance with the Brazilian technical standards ABNT NBR 14724:2024 and NBR 10520:2025. A corresponding bibliographic reference file in. bib format must accompany each volume. Qualifications/special skillsEducation Required: โข Bachelorโs degree in Public Administration, Economics, International Relations, Architecture and Urbanism, Geography, Urban Planning, Social Science, Political Science or related fields is required. โข Postgraduate degree (Latu Sensu or Stricto Sensu) in Public Administration, Economics, International Relations, Architecture and Urbanism, Geography, Urban Planning, Social Science, Political Science or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. Work experience: โข A minimum of five (5) years of professional experience in Urban and Regional Planning, working within or in close collaboration with public administration at the federal, state, and/or municipal levels, is required. โข Excellent knowledge of Brazilโs National Urban and Environmental Policies, particularly their respective instruments, is required. โข Good knowledge of international, national, and subnational good practices related to Voluntary Local Reviews (VLRs) is required. โข Experience in public policy analysis and the Sustainable Development Goals (SDGs), with demonstrated expertise in intersectoral approaches, monitoring and evaluation, and the analysis and development of indicators and scenarios is required. โข Previous experience in social mobilization and participatory activities involving public officials, civil servants, and civil society is required. โข Professional or academic experience โ such as research positions โ in urban-environmental public policy and the Sustainable Development Goals (SDGs) is required. โข Previous experience within the UN System is desirable.
