Work LocationSรฃo Gonรงalo, Brazil Expected durationThree (3) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. Through a partnership with the Municipality of Sรฃo Gonรงalo, Brazil, to strengthen the urban management structure of the municipality to plan and implement public policies that accelerate the localization of the Sustainable Development Goals (SDGs), UN-Habitat is setting up the project named โSรฃo Gonรงalo 2030: Strengthening the planning and management of the Municipality of Sรฃo Gonรงalo to build a more sustainable and safer city, that leaves no one and no territory behind\". As part of this project, a Participatory Territorial Analysis including an Urban Safety Perceptions Assessment Report and an Urban Safety and Prevention Strategies Report will be conducted to analyze, from the communityโs perspective, the socio-spatial factors and local dynamics that shape public safety perceptions. The Participatory Territorial Analysis adopts an intersectional and multidisciplinary approach to assessing public spaces, encompassing two key stages: a Participatory Safety Perception Survey, guided by the principles of Crime Prevention Through Environmental Design (CPTED) and Women's City Workshops, based on Women's Safety Audits and adapted from UN-Habitatโs Safer Cities Programme. This participatory methodology fosters an integrated assessment of public spaces in two selected communities in Sรฃo Gonรงalo. It aims to inform public policies and support effective local initiatives aligned with community needs and global sustainability agendas. The consultancy includes in-person activities required in the designated territories. These on-site activities include facilitating workshops, interviews, and focus group discussions with the local community and stakeholders, ensuring the participatory nature of the Participatory Territorial Analysis. To properly implement the Participatory Territorial Analysis, a Safer Cities Consultant is required. Report to UN-Habitat Manager The Safer Cities Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Responsibilities The Safer Cities Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop a detailed work plan aligning with the projectโs schedule. b) Learn about the Women's City Workshops methodology to propose adaptations to the processes, questionnaires and other necessary materials. c) Develop and provide supporting documents and materials to facilitate participatory activities. d) When necessary, organize and carry out field trips to the territories for participatory activities. e) Organize and facilitate workshops, discussions, and other participatory dynamics with community and stakeholders, with the support of the UN-Habitat team ensuring alignment with project timelines and objectives. f) Maintain a well-organized and accessible file system for all collected data (interviews, surveys, observations, workshops). g) Assist in developing a georeferenced database for organizing public space information. h) Participate in other key participatory activities and meetings, as necessary. i) Present findings to local partners for validation, summarizing results, proposals, and recommendations. j) Develop urban safety strategies based on CPTED, and gender perspectives, aligned with the 2030 Agenda for Sustainable Development and the New Urban Agenda. l) Integrate gender perspectives throughout the project. m) Ensure continuous communication with UN-Habitat and stakeholders for coordination and updates. n) Develop reports following ABNT guidelines, ensuring alignment with UN-Habitatโs quality standards and project requirements. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Safer Cities Consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 โ Implementation and Methodological Framework Description: The Implementation and Methodological Framework must contain: (i) a detailed work plan including a timeline and a roadmap for the execution of the Urban Safety Perceptions Assessment Report, outlining the key activities, objectives, methodologies, deliverables, and suggested required resources (e.g.: materials, maps, equipment); (ii) a design of the data collection instruments, including a questionnaire proposal for the Participatory Safety Perception Survey, guided by CPTED principles; (iii) a proposal for the adaptation of the Women's City Workshops methodology, considering territorial contexts; (iv) methods for documenting interviews, workshop discussions, observations and outcomes; and (v) methods for data analysis and interpretation of results. Additionally, while detailing the methodologies it is important to consider that the data generated for the Participatory Safety Perception Survey must be georeferenced. Expected delivery date: 30 days after signing the contract. Product 2 โ Urban Safety Perceptions Assessment Report Description: The Urban Safety Perceptions Assessment Report must contain: (i) a description of the methodologies applied in the Participatory Safety Perception Survey and the Womenโs City Workshops; (ii) a comprehensive research and analysis of both qualitative and quantitative data regarding the socio-territorial conditions of the two areas selected by the municipality; (iii) a systematization of the information collected โ including participant profiles (age, race, gender, etc.), safety perceptions, and other outcomes from the participatory activities; and (iv) an evidence and data-based analysis of the key findings, highlighting the main socio-spatial factors and local dynamics influencing public safety perceptions in the selected territories . Additionally, a PPT presentation and an Executive Summary must be delivered, summarizing the general content of the product. The data, information, perceptions and other results that make up the Urban Safety Perceptions Assessment Report will be derived from the implementation of the methodologies of the Participatory Safety Perception Survey and the Womenโs City Workshops. Expected delivery date: 60 days after signing the contract. Product 3 โ Urban Safety and Prevention Strategies Report Description: The Urban Safety and Prevention Strategies Report must contain: (i) a set of strategic recommendations to enhance urban safety, aligned with the Sustainable Development Goals (SDGs), including urban planning and/or design interventions guided by CPTED principles, as policy measures for violence prevention; (ii) proposals for integrating the findings into Sรฃo Gonรงaloโs urban planning strategies; and (iii) a roadmap for implementing the recommendations, outlining short, medium, and long-term actions, objectives, key stakeholders, and necessary resources. Additionally, a PPT presentation and an Executive Summary must be delivered, summarizing the key findings, proposals and recommendations. The recommendations and proposals must be aligned with the 2030 Agenda for Sustainable Development and the New Urban Agenda, while also integrating a gender perspective to promote safer and more inclusive urban environments. Expected delivery date: 90 days after signing the contract. Qualifications/special skillsEducation Required: โข Bachelor's degree in Social Science, Architecture and Urbanism, Geography, Public Policy, or related fields is required, or additional three (3) years or relevant experience to the post, beyond the requirement. Desired: โข Postgraduate degree (Lato Sensu or Stricto Sensu) in Social Science, Urban Planning, Geography, Public Policy, Gender Studies or related fields is desirable. โข Additional training or certifications in gender-sensitive urban planning, human rights-based approaches, public safety policies or related fields is desirable. Work experience: โข Minimum of six (6) years of experience in participatory urban planning, urban safety, crime prevention, gender-sensitive urban planning, community-based safety initiatives or related fields is required. โข Experience in facilitating participatory processes, stakeholder engagement, and conducting community-based research is required. โข Experience in data collection, qualitative and quantitative research, and the systematization of socio-spatial information is desirable. โข Experience in planning, design, and/or working in informal settlements is desirable. Skills: โข Strong ability to conduct and document participatory workshops, interviews, and focus groups is required. โข Excellent writing and analytical skills to produce reports, research documents, and presentations are required. โข Proficiency in Microsoft Office (Word, Excel, PowerPoint), Outlook, Microsoft Teams, and web search engines is required. โข Good command of geographical information systems (GIS) software (e.g., QGIS, MapInfo, ArcGIS) is desirable.
