Working in the Philippines for over 40 years, UNDP continues to strengthen the countryโs capacities at the national and local levels to promote democratic governance, sustainable management of natural resources, climate change adaptation, disaster risk reduction and management, and resilience and peacebuilding. In all its programmes, UNDP integrates human rights and gender equality, advocating that everyone should have equal access to the benefits of development
In supporting various projects and programmes, UN/UNDP conducts various workshops / events across the Philippines. The size and duration of the workshops / events may vary from small (10 resources and half a day) to large (100 resources and 5 days).
In this context, UNDP Philippines is looking to set up a roster of qualified facilitators to ensure the successful preparation and facilitation of the workshops. These facilitators will sign Long-term Agreements (LTAs) under which they may be engaged by UNDP or other UN agencies for specific assignments in different parts of the country.
DUTIES AND RESPONSIBILITIES
Scope of Work
A Terms of Reference will be developed for each assignment, with specific outputs, duration and level of effort. In general, the Individual Consultant (IC) may be required to perform the following tasks and/or other related work:
Pre-Workshopโข Participate in the preparatory and consultation meetings prior to the workshop;โข Prepare and submit an appropriate facilitation framework/design (considering the gender equality and empowerment principles) based on the agreed upon deliverables in the preparatory meetings and consultations, and develop the final program design for the training-workshop in consultation with UNDP;โข Draft preliminary overall design of the workshop covering methods to be adopted and an overall agenda; โข Review workshop materials and references provided by UNDP and recommend adjustments to the design in order to meet the needs and expectations
Workshop Proper
โข Effectively manage the workshop in the most appropriate direction guaranteeing the timely delivery of expected outputs;โข Conduct the workshop in an interactive and participatory style to ensure that participants have clearly understood objectives and group tasks;โข Encourage constructive discourses and participatory dialogues during all sessions;โข Summarize the points raised and synthesize the daily agreements; โข Write workshop reports;
Deliverables/outputs The expected outputs are:โข Facilitation design โข Presentation materials during the workshop properโข Facilitation and completion of all workshop sessionsโข Submission of workshop synthesis report
Institutional Arrangements
The Consultant shall report to the Project Manager of the requesting unit or his/ her authorized representative/s. Release of final payment shall be contingent on submission of approved outputs.
Facilities to be provided by UNDP
The Consultant will be required to use their own IT and communications systems and do the preparatory work from their own locations.
Duration of the ContractSuccessful candidates will be placed under the roster for one (1) year. The roster duration may be extended for up to another two years (maximum of three (3) years for the entire contract duration) if their performance evaluation is deemed satisfactory and if there is an ongoing requirement.
Selection under the roster does not guarantee any contract amount during the validity of the roster, and further engagements will be on an on-call basis. Depending on specific requirements, the actual duration will be specified in the Terms of Reference for each individual assignment.
Technical and Geographic Requirements UNDP seeks to employ facilitators working in all parts of the country and for each specific engagement, priority will be given to facilitators who are already based in the region (i.e. National Capital Region, Region 3, etc) where the event will be conducted.
Aside from submitting their CVs, candidates are requested to clearly state in their technical proposal the following:
โข Area of expertise (such as Institutions and Partnerships, Peace Building, Environment, Climate Action, Monitoring and Evaluation, Disaster Risk Reduction and Management, etc.) โข Geographic region where they are based (e.g. National Capital Region, Region 8, etc)โข Regions where they are willing to travel to for events
REQUIRED SKILLS AND EXPERIENCEEducation Qualifications: โข University Degree
Experience:โข At least five (5) years of experience facilitating workshops/events โข At least three (3) events facilitated in the past 5 years (The Consultant to provide a list of three past events with contact details of the Hiring Agency for reference check)โข Proficient in English and Filipino Languages
