Background The United Nations Development System in Eritrea comprises 19 UN entities - 9 Resident and 10 Non-Resident Agencies, Funds, and Programmes that collectively form the United Nations Country Team (UNCT). The work of the UN covers a wide array of development areas which are considered as crucial for the country's national development efforts. Through its collaboration with the Government of Eritrea, the UN aligns its interventions with national strategies, ensuring a coherent and effective approach to sustainable development. As part of its efforts to reposition itself to better support the Government of the State of Eritrea, the UN Country Team (UNCT) in Eritrea will be holding its annual retreat in Asmara, Eritrea from 11-13 June 2025. The retreat aims to foster strategic dialogue and planning for sustainable development in Eritrea. Within that framework, the UNCT will do the following amongst others: โข Reflect on key shared UNCT results and lessons learned from 2024. โข Prioritize strategic engagement on key transformative deliverables for the UNCT in 2025 and beyond and identify the support needed from the UN System given the context of global environment and in the context of the UN80. โข Facilitate strategic discussions that shape the vision, ambition, progress, and direction of the UNCT for the coming years in pursuit of accompanying GoSE's priorities and transformative change through the SDGs in Eritrea. Against this background UN Resident Coordination Office (UNRCO) in Eritrea is seeking the services of an experienced consultant/facilitator to support the preparations and facilitation of the UNCT retreat. 2. Specific Responsibilities & Tasks Under the overall guidance of the Resident Coordinator, in close consultation with the Head of the RCO and UNCT members, the facilitator of the UNCT Retreat will be expected to undertake the following: (a) Finalize the UNCT Retreat design to achieve its stated objectives. Whereas the UNCT/UNRCO has developed a draft concept note and programme, the facilitator is invited to work with UNRCO and UNCT to finalize this agenda, bringing in critical thinking to achieve the retreat aim. (b) Facilitate and moderate the retreat sessions: During each retreat session, challenge and provoke the UNCT to reflect more deeply, consider out-of-the box/innovative thinking and refreshed approach to enhancing UN's collective offer to GoSE to achieve SDGs and national priorities. (c) Prepare a brief retreat report for UNCT Eritrea. This is expected to be no more than 2 pages focused on key take away messages and action points for UNCT. Qualifications/special skillsA masterโs degree in development studies, Social Sciences, Law, or any relevant field is required. A bachelor's degree with an additional two years of qualifying experience may be accepted in lieu of the master's degree. At least 15 years' experience in the United Nations System is required Experience in UN development system coordination is a distinct advantage. Strong understanding of the recent reforms repositioning the UN development system, UN human rights, development, humanitarian, and peace nexus is required. Sound understanding of Horn of Africa subregion and Eritrean country context is a requirement. Experience of facilitating/moderating meetings for senior UN and Government officials is a requirement.
