Background
CGIAR has committed to delivering impact through innovations that are scalable, responsible, and inclusive. To achieve this, principles of responsible innovationโincluding ethical considerations, equity, environmental sustainability, and stakeholder engagementโmust be effectively integrated into CGIARโs Innovation Reporting and Innovation Portfolio Management approach. Additionally, to be effective at achieving high-level CGIAR social goals, scaling must consider socially differentiated landscapes, and associated bottlenecks and opportunities. - Alignment of responsible innovation and scaling frameworks across CGIAR spaces is essential to enhance the capacity of CGIARโs work to address complex challenges in agri-food systems transformation in a responsible manner.
CGIAR is seeking a highly qualified consultant to drive the alignment and integration of responsible innovation, social considerations, and scaling principles into its frameworks and programs, ensuring these principles become embedded in the design, implementation, and scaling of its innovations. The consultant is to work with CGIAR and its partners including Wageningen University and UC-Davis. The work is to inform the Performance and Results Management Framework and Technical Reporting Arrangement developed and implemented by the CGIAR Portfolio Performance Unit in close collaboration with the CGIAR Scaling for Impact Program.

Objectives
To integrate principles of responsible innovation and scaling into CGIARโs Performance and Results Management Framework (PRMF), Technical Reporting Arrangement (TRA), and Scaling for Impact Program ensuring coherence with global best practices and alignment with CGIARโs goals for scalable, inclusive, and sustainable impact in agri-food systems transformation.
Sub-objectives include:
Alignment of Frameworks: Align principles and global best practices of responsible innovation and social differentiation, ensuring coherence with the CGIAR Performance and Results Management Framework (PRMF) and Technical Reporting Arrangement (TRA) and their related approaches such as Innovation Packages and Scaling Readiness (IPSR) and Innovation Portfolio Management (IPM). Operationalization and Integration of Principles: Develop practical guidelines and tools for integrating responsible innovation principles and social differentiation into CGIAR Performance and Results Management Framework, Technical Reporting Arrangement and CGIAR Scaling for Impact Program AoW3. Improvement and Implementation: Propose tangible and realistic improvements to CGIARโs Performance and Results Management Framework and Technical Reporting Arrangement and their related approaches such as IPSR and IPM. Work with the Scaling for Impact Program on how to operationalize and implement responsible innovation and scaling best practices under the Programโs mandate. Capacity Building: Strengthen the capacity of CGIAR teams and partners to apply these principles and best practices effectively through tailored training and workshops. Stakeholder Engagement: Facilitate multi-stakeholder dialogues to ensure the co-creation and validation of approaches. The consultant will work together with PPU and the new CGIAR Scaling for Impact Program.Key Responsibilities
The selected candidate will:
Conduct a comprehensive review of current CGIAR Performance and Results Management Framework, Technical Reporting Arrangement and Scaling for Impact Program. Identify gaps and opportunities for embedding responsible innovation principles and effectively identify relevant diversity and socially differentiated implications into the CGIAR Performance and Results Management Framework, Technical Reporting Arrangement and Scaling for Impact Program. Develop a clear, actionable roadmap for aligning Innovation Packages and Scaling Readiness and other scaling approaches with e.g. GenderUp and related responsible innovation and scaling principles. Design tools, templates, and guidelines to facilitate the integration of these principles into the CGIAR Performance and Results Management Framework, Technical Reporting Arrangement and Scaling for Impact Program. Lead consultations with key stakeholders, including funders, implementing partners, and end-users, to ensure buy-in and relevance. Provide technical support and mentoring to CGIAR PPU and Scaling for Impact teams in piloting the updated CGIAR Performance and Results Management Framework, Technical Reporting Arrangement and Scaling for Impact Program. Develop a final report summarizing key achievements, lessons learned, and recommendations for long-term institutionalization. Any other tasks that support the integration of responsible innovation and scaling principles into CGIAR's frameworks and programs.Deliverables
Deliverables will include:
A Framework Analysis Report: A detailed review of CGIAR Performance and Results Management Framework and Technical Reporting Arrangement and their related approaches such as IPSR and IPM. An Integration Proposal: Guidelines, tools, and templates for embedding responsible innovation principles into CGIAR innovation management approaches/frameworks that are being refined/ operationalized by PPU and Scaling for Impact Program. A Stakeholder Consultation and Decision Report: Detailed overview of engagements with key stakeholders and documented decisions on the integration of key responsible innovation and scaling principles. An Implementation Report: Comprehensive overview of integration proposal execution. A Final Report: Comprehensive documentation of activities, outcomes, and recommendations for sustainability.Qualifications and Experience
Advanced degree in a relevant field (e.g., innovation studies, agricultural sciences, social sciences, or sustainability). At least 7 years of experience in innovation systems, scaling, or responsible innovation, preferably in the agri-food sector. Proven track record of integrating ethical, equitable, and inclusive principles into organizational frameworks. Strong facilitation skills with experience delivering training and workshops. Excellent analytical, writing, and communication skills. Experience working with CGIAR or comparable international organizations, multi-stakeholder initiatives, or in developing country contexts is an advantage.Benefits
