The Fiscal Affairs Department of the International Monetary Fund is seeking an experienced public financial management (PFM) expert for a position in the Caribbean. The position is based at the IMFโs Caribbean Regional Technical Assistance Center (CARTAC), in Barbados, covering 23 Caribbean countries. The advisor will coordinate and deliver capacity development (CD) support to the ministries of finance and related institutions of the CARTAC member countries. She/he will primarily support PFM institution-building in these countries. She/he will need to liaise effectively with senior government officials, technical staff, and other CD providers. The advisor will be appointed for an initial period of one year, renewable for a maximum period of four years. She/he will work under the administrative supervision of the Center Coordinator and technical supervision of the Fiscal Affairs Department.
Qualifications
Applicants should have an Advanced University degree or equivalent (at least at masterโs level), preferably in economics, finance, or accounting and at least four years of relevant professional experience. Preference will be given to candidates with a minimum of 15 years of practical experience in a senior line or advisory position within a ministry of finance or international financial institution. The successful candidate should have experience of designing and implementing PFM reforms at the national level in one or more of the subject areas mentioned below:
Budget formulation, including medium-term fiscal and expenditure frameworks, and program budgeting;
Budget execution, including accounting and reporting;
Treasury systems, and cash and debt management;
Fiscal risk management;
Fiscal transparency;
Public investment management;
Legislative framework for budgeting, treasury, debt and fiscal management;
Internal control and internal audit;
Government financial management information systems;
Incorporation of climate and gender related considerations into budgeting as well as public investment management processes.
Applicants should be proficient in English; have strong oral and written communication skills; have excellent interpersonal skills with demonstrated ability to work as part of a team, to maintain effective and cooperative relations with national authorities and donors at a senior level, an ability to effectively transfer technical knowledge, and to handle sensitive issues with discretion in a multicultural environment. Experience in developing, organizing and conducting training courses and workshops would be desirable. A willingness to travel extensively within the Caribbean region will be necessary. Knowledge of PFM systems and reforms in the region, including the ability to tailor CD advice to small developing states, and a thorough understanding of IMF CD strategies and practices will be highly desirable.
The selected candidate is expected to start his/her assignment in May 2025.
