Work LocationRemote Expected duration6 Weeks Duties and ResponsibilitiesBackground: The UN Secretary-General's Development System reform, launched on 1 January 2019 in response to General Assembly resolution 71/243, repositions the UN Development System to deliver on the 2030 Agenda for dignity, prosperity and peace on a healthy planet. Central to this process, and as further mandated by General Assembly resolution 72/279, a new generation of UN Resident Coordinator Offices across the world are being strengthened under the leadership of an empowered UN Resident Coordinator, the highest-ranking representative of the UN Development System at country level. To effectively support the work of UN Country Team and the Government of Saudi Arabia, in support of national aspirations, the Resident Coordinatorsโ Office (RCO) seeks to develop two analytical papers to frame the context and status of Special Procedures Issues; Rights of Persons With Disabilities, using key UN policy frameworks and international treaties and conventions, and published reports and documents, to frame the current country context and develop a set of policy and advocacy actions and an M&E plan. Additionally, the consultant will assist with reviewing and revising the paper on Violence Against Women and Girls. Duties and Responsibilities: Under the direct supervision of the Head of RC Office and the RCO Economist, the Independent Consultant (IC) will: 1. Undertake a desk review of key UN policy frameworks, treaties and conventions and published reports and documents (UN 2030 and the SDGs, Special Rapporteurs reports, reports on UN Treaties and Conventions, etc.) and prepare a matrix relevant points and actions, including analysis of comparative good practices. 2. Develop an annotated outline for the research paper. 3. Prepare an initial draft for consultation with UN KSA. 4. Revise and finalize report based on feedback from consultations. 5. Develop a set of policy and advocacy actions based on the final analysis. 6. Develop an M&E plan for tracking implementation 7. Review and revise paper on Violence Against Women & Girls Qualifications/special skillsEnrollment in or graduated from a Masters or Higher degree in social sciences, economics, public health, law or related area is required.
