Background
The โAccountable, Effective and Gender-responsive Institutional Systems for Policing in Armeniaโ project ย (The Poject) has been developed in close consultation with the MOIA (Ministry of Internal Affaires of the Republic of Armenia), Police, and other national authorities, in collaboration with the EU initiative on SLESRA, EU bilateral technical assistance projects, and EU/COE PGG to avoid overlaps and reinforce synergies. Its design has been informed by the most recent studies and analysis conducted by UNDP, OSCE, US/INL, and other partners.
The Project is aligned with Armeniaโs national priorities, including the Government Programme 2021โ2026, MOIA and Police Reform Strategy and Action Plan 2024โ2026, and the Disaster Risk Management Strategy 2023โ2030.ย
The Project aims to enhance the effectiveness and accountability of the Police and Rescue Service by strengthening institutional frameworks and operational capacities.ย
The overall objective is to contribute to more effective and accountable governance systems and institutions that safeguard human rights, uphold the rule of law, and ensure human-centred service delivery. UNDP will further foster partnerships with other UN agencies, the EU, U.S. Government, OSCE, and international actors to leverage resources and expertise for security sector and public administration reforms.
The ongoing reforms provide an opportunity to modernize the Rescue Service, introducing advanced technological solutions such as real-time disaster mapping and analytics, fostering interagency coordination, and creating inclusive mechanisms for training and professional development.
The outcome will be consolidated through six key outputs of the Project:
Output 1. Capacities of the Criminal Police for effective implementation of criminal proceedings are increased.
Output 2.ย Capacities for more gender-responsive and discrimination free policing are enhanced.
Output 3. Capacities for education and admission system in rescue service enhanced.
Output 4. Capacities of civil first responder strengthened, and awareness of their role increased.
Output 5. Interagency coordination and cooperation in the area of civil protection strengthened.
Output 6. Rescue service is better equipped to effectively implement its core functions.
The Projectโs Rescue Service component supports enhancing institutional capabilities, operational readiness, and civil protection approaches, responding to pressing needs such as attracting and retaining skilled personnel, strengthening training and coordination mechanisms, and equipping the institution with advanced tools and technologies.ย
Interventions include the development of standardized pre-service and in-service training curricula, a Continuous Professional Development program for ongoing staff development, and the integration of AR/VR tools to improve learning outcomes. To support operational effectiveness, the Project will provide 10 modern fire trucks, a localized real-time 3D mapping system, and a disaster impact documentation system to build a knowledge base for preparedness and risk modelling. The establishment of a unified command structure and regular joint drills with civil first responders and other agencies strengthen coordination and interoperability. ย
For implementation of these tasks Rescue Service Analyst/Task Lead will be responsible for providing support in planning, conducting in-depth data analyses and research and delivering strategic advice for the effective implementation of the Project activities.ย
This will be achieved by delivering project outputs supporting delivery of the training programmes, procurement, collaborating with local and international experts and preparing detailed project reports. Working under direct supervision of theย Human Rights, Justice and Rule of Lawย Programme Coordinator, in close cooperation with the counterpart institutions.ย
Duties and Responsibilities
Coordinate effective project planning and implementation
Support the Programme Coordinator in ensuring that progress is made in achieving goals and objectives of the Project, ensuring timely implementation of the project activities in regular coordination with the Ministry of Internal Affairs; ย Provide substantive technical inputs to the annual workplan and budget; work towards its timely implementation with Project partners and beneficiaries; monitor budget implementation, including delivery, ย make budget re-alignments/revisions as necessary; Work towards safeguarding, monitoring and facilitating quality assurance of all Project activities as spelled out in the Project document; Monitor progress of implementation of activities and finances using the results-based management tools;ย Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UNDP rules and guidelines;ย Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; identify capacity development needs of stakeholders; Keep updated a mapping of main stakeholders/ partners in the Project target areas; Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products, link experience from workshops, trainings, meeting with the Project activities Provide substantive support to the Programme Coordinator in developing knowledge management strategies, methodologies and products on rule of law, human rights and emergency response;ย Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project and contribute to their dissemination; Support the Programme Coordinator to provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;ย Works closely with the Projectโs team members, donors, government agencies, NGOs and other professionals on issues of common concern; Provide support in identification and procurement of services and equipment.Provide analysis and strategic advice:
Support transfer of technical assistance and substantive advice to the working groups and beneficiary institutions in relevant sectors; Promote networking and experience sharing between the Project stakeholders and target groups; Contribute to capacity development and awareness raising of the beneficiaries during interviews, workshops, training events and conferences;ย Advise the beneficiaries throughout the Project implementation period; Liaise and establish professional relationship with the authorities on national, regional and local level.Establish partnerships and open channels of communication
Establish/maintain strategic partnership and support partnership activities at programme/pillar level with national and international partners in target areas; Provide technical assistance to the partners throughout implementation of the activities of the Project; Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; identify capacity development needs of stakeholders; Build and maintain partnerships with MOIA, Rescue Service leadership, civil first responders, international partners, NGOs and private sector actors; Support Programme Coordinator in providing guidance and technical expertise on the formulation of strategies and proposals in the related field and activities.Monitor and report on progress in implementing project activities and achieving the targets set
Monitor progress of implementation of activities and finances using the results-based management tools; Organize and attend field missions as necessary and draft reports on monitoring site visits; Support the Programmeย Coordinator in provision of substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors and partners; Prepare relevant documentation such as project summaries, conference papers, speeches and participate in conferences, workshops and public information events; Liaise with MOIA, Rescue Service, civil first responders, and other stakeholders to ensure coherence of project activities; Support the Programme Coordinator in preparing progress reports, policy briefs, and knowledge products on project results, challenges, and lessons learned.Ensure Project visibility through preparation and implementation of a communication strategy
Support the Programme Coordinator to foster due coordination and linkages of the parallel UNDP projects on rule of law, human rights and police reform in Armenia; Ensure timely communication and coordination with Project partners for implementation of the planned interventions; Ensure due information and communication flows for all stakeholders, promote networking and experience sharing between Project stakeholders and target groups.Institutional Arrangement
The incumbent works under guidance and direct supervision of Human Rights, Justice and Rule of Law Programme Coordinator and overall guidance of UNDP Democratic Governance Portfolio Team Leader. S/heย collaborates closely withย the Police Task Lead, as well asย programme, operations and projectsโ team within portfolio and across UNDP CO as well asย with relevant central, regional and local authorities.

Education:
Advanced university degree (masterโs degree or equivalent) in public administration, emergency management, disaster risk reduction, social sciences or a related field is required.
