For more information on UNODC, please visit www.unodc.org ResponsibilitiesThe Representative will be responsible for the following duties: 1. Coordination and Representation: โข Represent UNODC at intergovernmental and inter-agency meetings at United Nations Headquarters in New York and promote policy dialogue at senior and working level in order to establish trusted operational partnerships; โข Lead consultations with officials in New York Headquarters-based offices and organisations, including inter-alia the Executive Office of the Secretary-General, Economic and Social Council and General Assembly Committee Secretariats, on programmes and activities to foster effective coordination and consideration of UNODC practices with broad UN policies; โข Lead and coordinate initiatives, facilitate and manage exchange and cooperation with regard to the elaboration and implementation of joint activities in UNODC mandated areas with respective counterparts, offices, institutions. โข Manage and maintain regular and operational contacts with key Permanent Missions to promote the work programme of UNODC, and with regard to preparations for inter-governmental meetings and conferences; โข Promote UNODCโs participation in ad-hoc Task Teams established on drug policy, corruption or other matters defined by the Secretary General, CEB or other UN coordination bodies; Actively support UNODC in implementing the Secretary -Generalโs reform of the UN by ensuring close liaison and follow-up of relevant policies, guidelines and initiatives; Mainstream the work of UNODC with other New York-based UN entities, in particular but not only Department of Political and Peacebuilding Affairs (DPPA) and Department of Peace Operations (DPO); โข Represent UNODC in non-governmental (NGO) and civil society organizations (CSO) fora and provide briefings to stimulate interest in the work programme of UNODC. โข Direct initiatives and facilitate contacts with the private sector, including foundations based in North America, for the purpose of fund-raising and leveraging resources; โข Initiate, plan, lead and supervise the organization of meetings, seminars on programmatic and substantive issues, manage the substantive preparation of such meetings and of background briefs on specific issues; โข Coordinate communications and promote contacts with key US government and congressional bodies and officials, e.g. in connection with the visits of the Executive Director of UNODC; โข Address and participate in meetings, provide programmatic/substantive expertise on key issues and hold programmatic/substantive and organizational discussions with representatives of governments, institutions, agencies and organizations etc. Report to Vienna Headquarters on such meetings/discussions; โข Prepare memoranda, letters, and statements for signature/delivery by the Executive Director while he is in New York; โข Identify, monitor and analyze relevant policy and institutional developments and operational initiatives and inform Vienna Headquarters, on a regular basis, of key developments and strategic issues; โข Prepare, in coordination with substantive Vienna Headquarters' units, statements, media advisories and other reports, inputs and materials as necessary, on issues related to or of interest to UNODC; โข Interact regularly with staff at Vienna Headquarters on substantive matters related to drugs and crime issues; โข Promote public information activities and oversee the provision and delivery of a wide range of information to Missions, international institutions, Civil Society Organizations, media and to individuals and entities in New York and North America, on activities and programmes of UNODC, including in the field, related to terrorism, corruption, drugs and crime; โข Carry out ad hoc assignments at the request of the Director General/Executive Director related to the strategic direction of UNODC and providing advice on issues of concern to the Programme. 2. Office Management: โข Lead, supervise, formulate and carry out the work programme of the New York Liaison Office, co-ordinate the work carried out, oversee the preparation of reports providing programmatic/substantive reviews of drafts prepared by others, including for presentation to intergovernmental bodies, policy making organs, donors etc.; โข Undertake and oversee the programmatic/administrative tasks necessary for the functioning of the Office, including preparation of budgets, reporting on budget/programme performance, managing the human and financial resources of the New York Liaison Office; โข Recruit, manage, supervise, guide and train staff under his/her supervision; โข Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Work ExperienceA minimum of fifteen years of progressively responsible professional experience in areas related to UNODC's mandates on drug control and crime/terrorism prevention is required. Of the minimum years of experience, at least five years gained at the international level is desirable. Work experience with the United Nations or similar international organizations or institutions is desirable. Work experience in building successful relationships and networking with a wide range of external partners, such as Member States, Civil Society Organizations or Non-Governmental Organizations, is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
