Organizational Context and Scope

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enableย effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.ย 

[1] Forย the Regional Security Advisor function, the incumbent will be under the direct supervision of the Director of OSS. For the Operations Centre (OPCEN) Manager function, the incumbent will be under the direct supervision of the Senior Staff Security Operations Officer.ย The Regional Security Advisor and OPCEN Manager will be responsible and accountable for providing authoritative expert support and advisory services to enable IOMโ€™s activities in the Regional Office and Country Offices in Asia and the Pacific Region with respect to all aspects of security risk management and mitigation. Furthermore,ย the successful candidate will be responsible and accountable for developing, organizing and managing an effective 24/7 Security Operations Center forย the Regional Office and Country Offices in Asia and the Pacific Region, ensuringย the timely and efficient dissemination of security and risk information and relevant response.

Theย Regional Security Advisor and OPCEN Managerย will be expected to plan and implement applicable UNSMS policy and design, including security management procedures that will effectively address issues that could impact on security of IOM personnel, premises, assets and operational activities.ย 

The successful candidate will, in coordination with the RD and the Director of OSS, provide managerial, supervisory and technical advice and assistance to Country Office Security Professionals, Field Security Associates and nominated IOM Country-level Security Focal Points (IOM CLSFPs) in Asia and the Pacific region. The incumbent will be accountable and responsible for managing and responding to security matters related directly or indirectly to IOM personnel, premises, assets and operational activities under the area of responsibility.ย 

Theย Regional Security Advisor and OPCEN Manager will be responsible for providing expert support and overseeing the appropriate collection and dissemination of security-related information and advisories that could have an impact on the security of IOM personnel, premises, assets, and operational activities and ensure the timely analysis and distribution of analytical reports.ย  ย

Regional Security Advisor Function

Establish, maintain and strengthen effective working relationships and partnerships with security officials from other UNSMS Organizations, government counterparts and partner security services, country United Nations Department Safety and Security (UNDSS) office and all appropriate Organization Country Focal Points, to, inter alia, obtain up-to-date security-related information that is relevant to IOM activities under their areas of responsibility.ย Direct and assess the implementation of and compliance with UNSMS policies, Security Risk Management Measures, security plans, and other UNSMS and IOM security procedures and protocols within their area of responsibility.ย Provide strategic and operational advice and guidance to Security Decision Makers (typically COMs and HoOs) and Field Security Officers on the Local Cost Shared Security Budget (LCSSB) and Area Security Risk Management (SRMs), determining priorities, identifying and recommendingย allocating resources, and ensuring that the Person Centred Approach is mainstreamed in the SRM process.ย Develop a plan and provide advisory services to Security Decision Makers and security personnel in the mainstreaming of security in programmes and projects.ย In coordination with OSS HQ, review Mission Security Funding Requests and ensure that they follow the requirements of IOMโ€™s Security Funding Mechanism.Provide advice, technical support and assistance to the RD and to the COMs/Heads of Offices (HoOs) in their areas of responsibility in support of their security accountability and responsibilities as set-out in the IOM/UN โ€œFramework of Accountabilityโ€ (IN 52). Provide relevant technical and strategic analysis on potential threats/risks to personnel/premises/assets/programmes and ensure that appropriate security information is disseminated, as relevant, to IOM regional and country level managers, Security Professionals andย Country Level Security Focal Point (IOM CLSFP), in coordination with the Regional Security Analyst.ย Provide direct supervision to the Regional Security Analyst. Provide security technical supervision and advice to security personnel and IOM CLSFPs in the region to ensure that the appropriate level of security is provided to personnel.ย Lead and direct security assessments and evaluations, monitor and assess security threats/trends, and provide written reports accordingly. Provide strategic and operational expert recommendations and input into the design and implementation of IOM-specific country security plans, SOPs, security component of the Business Continuity Plan, and security-related strategies.ย In coordination with the OSS HQ Chief, Security Planning, Policy and Specialized Support, conduct an annual Security Training Needs Assessment for IOM security decision makers, IOM security personnel, and IOM personnel in the region. Annually coordinate with Security Decision Makers and security personnel at the country level compliance with mandatory security trainings.ย In conjunction with the respective Field Security Officers, Field Security Associates andย Organization Country Security Focal Points, monitor and report on IOMโ€™s implementation of UNSMS promulgated/mandated personnel restrictions applicable within specific Security Risk Management Area/s during emergencies.ย In coordination with the RD, COMs/HoOs and relevant partners, ensure that IOM-specific contingency plans and emergency communications systems, including all operational aspects of SCAAN, are functional, managed effectively and address SRM and IOM requirements.Report security matters that have a potential or direct impact on regional and country operations of IOM, immediately to the RD or Security Decision Maker/s, the Director of OSS and to the OSS Operations Centre in MAC, noting that reporting of gender-based security incidents have a different procedure than that of security incidents.

Operations Centre Officer Function

Oversee and maintain the effective management of the OSS 24/7 Global Operations Centre (OPCEN), including supervising all OSS Communications Centre Operators (CCOs). This includesย managing and coordinating the shift system of the 24/7 Communications Centre, and ensuring effective coverage, taking into consideration coverage during absences of the CCOs, or where additional support is required during an emergency.ย Oversee the collection, review, and dissemination of security-related information and advisories that could impact/support IOM personnel, premises, assets, and operational activities, such as the OSS Global SFP Directory. This also includes ensuring timely analysis and distribution of analytical reports.Direct all operational matters related to the SCAAN (Security Communications and Analysis Network) platform, ensuring timely responses to SCAAN โ€˜Not Okay Statusโ€™ activations, Instant Messages (IMs), advisories, staff headcounts, reports, and GDACS News Feeds.Provide authoritative technical and strategic advice on potential threats/risks to IOM personnel and programmes, ensuring that appropriate security-related information is disseminated to relevant IOM Country Office security professionals in a timely fashion.Develop, and routinely review and update Global OPCEN-related operational guidelines, incorporating a people-centred approach and best practices in support of diversity and inclusion. Further develop, update, and test the Global OPCEN Business Continuity Plan on a quarterly basis.Oversee and be accountable for Global OPCEN products which includes collating, reviewing, and synthesizing final versions of security information reports andย analysisย from the Regional Analysts and Regional Security Officers (RSO), ensure timely release and compliance with OSS reporting standards. Among these reports are the Electronic Global Security Overview (eGSO), Electronic Monthly Security Bulletin (eMSB) & Electronic Quarterly Security Review (eQSR) which are distributed to external clientsย and specific ad-hoc specialist reports as requested by OSS HQ. ย ย Lead, oversee and coordinate OSS Manila inputs and talking points to the Daily Security Briefing note for the DGโ€™s morning meeting and other strategic reports required by the IOM Leadership Team.ย Act as Head of Unit (HoU) for OSS in Manila, including ensuring strategic and efficient management of the OSS Manila budget, coordinating and preparing the OSS Manila annual budget request and reporting, leading OSS Manila human resource administration related issues and actions, promoting training and capacity development in OSS Manila, and participating in MAC HoU meetings.ย Perform such other duties as may beย assigned.ย

Education

Masterโ€™s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations or a related field from an accredited academic institution with ten years of relevant professional experience; or,University degree or equivalent in the above fields with twelve years of relevant professional experience.

Experience

A minimum of ten years of progressively responsible experience in international relation, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, or crisis/emergency management and preparedness in the public or private service areas, responsible for responding to emergency situations that may directly impact security is required;Experience in planning, design, implementation or review of security risk manage measures related to operations impacted by insecurity is required;Experience working at the international level and supervising a multicultural team is required;Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable;Experience in managing a Security Operations Centre will be an advantage;Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable; and,ย UNDSS certification to any of the following: Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer Development and Certification Course (TDC) and Safe and Secure Approaches in Field Environments (SSAFE) is desirable.ย
