Organizational Setting
FAO, in cooperation with the Government of Malawi and with funding from the Green Climate Fund (GCF), is implementing the project Ecosystem-based Adaptation for Resilient Watersheds and Communities in Malawi (EbAM). ย The project aims to enhance the climate resilience of vulnerable ecosystems and communities through integrated watershed planning and management, investment in diversified agricultural value chains, agricultural and agroforestry systems and institutional capacity consistent with Ecosystem-based Adaptation (EbA) approaches. ย The potential for ecosystems to support the sustainable production of commodities, goods and services for subsistence and commercial use by individual farmers, farmer groups and MSMEs will be enhanced. The project will be implemented in 11 districts in Malawi over a period of 6 years, benefitting over 500,000 vulnerable people in rural communities, restoring, conserving or improving the management of over 250,000 ha of land and achieving net emission reductions or removals of 2.75 MtCO2e within the lifetime of project interventions.
The positions are located in Blantyre, Lilongwe and Mzuzu.
Reporting Lines
The Regional Monitoring and Evaluation Specialist will work under the overall supervision of the FAO Representative (FAOR) in Malawi and the direct supervision of the EbAM Chief Technical Advisor (CTA) and in close collaboration with the Programme Officer (M&E) and the Regional EbAM Coordinator.

Technical Focus
The Regional Monitoring and Evaluation Specialist will support in overseeing the smooth implementation of M&E Systems at the Regional level to ensure consistent performance management and reporting.
Tasks and responsibilities
โข ย ย ย ย Support in the development, refinement, and operationalization of the Project M&E Systems, including indicators, baselines, targets, and means of verification.
โข ย ย ย ย Ensure alignment of the project M&E framework with donor requirements, national MEL systems, and relevant regional frameworks
โข ย ย ย ย Lead in the operationalization of the EBAM Project Monitoring and Evaluation System (M&E System) at the regional and district levelsย
โข ย ย ย ย Regularly updating the project M&E system, including data collection methodologies, roles and responsibilities, results framework, and quality assurance mechanisms focusing on the regional level.
โข ย ย ย ย Establish and oversee systems for data collection, management, collation, storage, validation, and quality control at the regional level.
โข ย ย ย ย Provide technical guidance to implementing partners at the regional level on data collection tools and protocols, including surveys, field monitoring tools, and qualitative assessment methods.
โข ย ย ย ย Support partners and field teams to ensure timely, accurate, and high-quality data.
โข ย ย ย ย Oversee the management, collation and analysis of the project data, and support in the generation of the project reports at the regional levelย
โข ย ย ย ย Build the M&E capacity of regional partners including government counterparts and implementing teams through training, mentoring, and technical backstopping.
โข ย ย ย ย Provide regional-level technical guidance focusing on M&E and data, to ensure consistency and comparability of results across implementation areas.
โข ย ย ย ย Support the documentation and dissemination projects results at regional levels.
โข ย ย ย ย Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements ย ย
โข ย ย ย ย Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in in Agricultural Economics, Statistics, Food Security or related subject with appropriate technical experience in the agricultural, rural development, food security, natural resource management, environment sectors or any other discipline relevant to the work of the organization.
โข ย ย ย ย At least 5 years of proven experience with the results-based management approach, data collection methods (quantitative and qualitative), M&E systems development and implementation, and training in M&E
โข ย ย ย ย Working knowledge (level C) of English is mandatory
