FUNCTION
The Regional Finance Manager plays a significant role in strengthening of core global systems by ensuring proper accounting and reporting of resources in project implementation by maintaining systems of accountability, processing of accounting information, internal and external financial reporting, cash and bank account maintenance and other financial tasks as assigned in liaison with relevant Heifer departments. This role contributes to the global mission of scaling up of program impact by preparing financial reports and monitoring budget burn rates for effective implementation of the regional office. This role will also contribute to growth and diversification of revenue by assisting in budgeting. This role works directly and in consultation with the headquarters and interacts with similar positions in other teams to promote consistency throughout the project.
To manage and oversee the day-to-day financial operations of the region and the regional finance\\purchasing team and ensure regional processes are robust, timely, accurate and in line with Heifer International policy. The role is a single point of control for ensuring financial and purchasing is compliant, and this role will need to ensure the relevant team members are up to speed with both HQ procurement policy and management of orders in line with the budget. Outside of the core role, the position will also require work with regional finance colleagues (both in region and from other regions) and Regional Directors (Educational and Operational) as necessary on wider group systems, again ensuring a high standard.
The key focus is continued adherence to financial (both regulatory and budget) and purchasing\\procurement compliance, a high level of financial accuracy of the regionโs books and continued development of financial systems to ensure risk is minimized and management reporting is good and hence continually promoting and ensuring best practice.

RESPONSIBILITIES & DELIVERABLES
A. Financial Management and Technical Oversight (45 %)
Provide financial management and strengthening of core global systems to the SAHEL Region to ensure compliance with Heifer International policies, donor requirements and relevant government authorities.Provide ongoing Finance support to the SAHEL RegionPerform quality control reviews of SAHEL Region financial reports, including producing the financial and statistical indicators. Follow up with Headquarters and Country Finance Managers in the SAHEL Region to ensure all issues raised during the review process are addressed.Monitor and ensure all SAHEL Region financial operations are carried out according to Heifer Internationalโs policies/procedures, accepted international accounting standards (GAAP, IFRS) and within local laws.Support and review budget performance by each Country in the SAHEL Region, ensuring that Monthly Project Management Reports are issued and reviewed as best practice.Support the implementation of internal control policies and procedures in the SAHEL Region and perform periodic compliance check of the same.Ad-hoc review of business processes to ensure effective and efficient flow of financial and business data into the SAHEL Region Accounting System, and in compliance with Project-Based Funding principles.Perform reviews of the SAHEL Region accounting system & maintenance to ensure accurate revaluation, reporting and compliance.Review and verification of invoices and payment vouchers to ensure completeness, correct coding and reasonableness including statutory payments.Perform analytical review of general ledger accounts and reconciling balance sheet accounts including staff advance reconciliations monthly.Develop and maintain a proper accounting system and processes daily.Maintain efficient filing and retrieval system for financial and account records to ensure completeness, accuracy, and compliance weekly.Assist Regional Herders Development Program Manager or budget-related correspondence with Support office, Donors, and other stakeholders.B. Report Preparation and Presentation (20%)
Ensure proper and accurate accounting and reporting of all funds in the SAHEL Region in accordance with the grant/donor requirements, including all expenses that are allowable and charged correctly. Prepare and submit monthly, quarterly, and annual financial reports and statements as per management requirement.Collect and facilitate review of special reports on the SAHEL Region for internal control when required.Ensure the maintenance of an accurate and up to date fixed asset register for the whole SAHEL Region.Produce Sahel Region IS Quarterly Review deck with high quality commentary ensuring clarity and relevanceProvide support to the SAHEL Region in managing grants. This includes, but not limited to, overseeing grant budget preparation, budget implementation and monitoring and reviewing grants.Facilitation of implementation of Project Based Funding business process in the SAHEL Region.Provide support to the SAHEL Region Country Finance Managers developing and implementation of healthy credit portfolio management practices.Provide financial and operational support to the Countries in the SAHEL Region when necessary.C. Financial Control and Risk Management. (20%)
In collaboration with Finance Managers in the SAHEL Region, efficiently and effectively manage all financial functions of the region and development of risk management plans.Implement and monitor internal controls and financial policies and procedures for the SAHEL Region.Ensure that all statutory requirements of the organization are met.Ensure that the organization makes all required government remittances and remits applicable taxes as and when required.Organize donor records, and ensure internal controls are maintained.Support the SAHEL Country Finance Managers in the development of annual plans and budgets.Ensure that budgets are reviewed for consistency within existing/planned business activity, account/project/fund codes and fund accounting practices.Highlight significant variances and cash management issues as appropriate.Coordinate completion of the SAHEL Region ForecastD. Supervision and Monitoring Audit (internal & External) (10%)
Supervise the finance staff and provide guidance to their work and encourage their professional growth. Oversee accounts payable, accounts receivable, purchasing, donations processing and receiving.Supervise daily accounting support to staff through coaching and field monitory.Daily, monitor the cash position.Oversee petty cash reconciliations.Coordinate the planning, preparation, and completion of the SAHEL Region Audits in line with Heifer International external audit policy whilst ensuring that all timelines are met.Review reconciliation and consolidation of SAHEL Region audit reports in support of Heifer Internationalโs annual external audit timelines and standards.Review internal audit reports for the SAHEL Region and support in resolving issues identified.Ensure preparation of the audit schedules, materials, and other documentation for annual or internal audits, reviews, and evaluations for the SAHEL Region.E.
