    Organizational Setting and Reporting Relationship

    The position of Regional Cooperation Specialist is assigned to the Regional Cooperation and Integration Unit (CWRC) within the Central and West Asia Department (CWRD). You will be based at our Headquarters in Manila, Philippines and may be assigned in one of CWRD's Resident Missions. Relocation is required, all reasonable relocation expenses will be covered

    You will report to Regional Head, CWRC and work with Head of the Central Asia Regional Economic Cooperation (CAREC) Secretariat, and a team of CAREC consultants. You may oversee junior team members.

    Your Role

    As Regional Cooperation Specialist, you will help implement CAREC Strategy 2030, including supporting the CAREC Secretariat, identifying and implementing ADB initiatives and TAs for the CAREC Program, implementing sectoral and thematic CAREC strategies, and policy support to RCI in CAREC countries. You will collaborate with CAREC DMCs, development partners, and ADB's sector and thematic teams.

    You will:

    • Implement CAREC Strategy 2030
    • Help enhance the quality of regional cooperation in CAREC Program by supporting all CAREC operational clusters and crosscutting themes; and implementation of the recommendations of the Midterm Review of CAREC Strategy 2030.
  • Undertake analytical work to promote regional cooperation agenda in CAREC and CWRD countries.
Conceptualize, process, and administer regional technical assistance (RETA) projects related to CAREC Program or CWRD's RCI activities. Contribute to identification and mobilization of funds for RETAs; and to RETAs portfolio management. Contribute to the development of a pipeline of regional investment projects and help build regional cooperation elements in relevant projects. Support CAREC Secretariat Help the roles of the CAREC Secretariat, through leading or supporting organization of key institutional activities (e.g., Ministerial Conferences, Senior Officials' Meetings, working group meetings, and others) and dialogues, and other related events. Be the Secretariat focal point on selected CAREC countries and CAREC sectors/themes which may include transport, energy, economic corridors, water resources, tourism, digital and other sectors/themes. Coordinate with Resident Missions on country programming and monitoring of the rolling pipeline of regional projects. Support prioritization for projects for funding through thematic pool, trust funds, and cofinancing from external partners. Support regular exchange of information and collaboration with multilateral and bilateral agencies, and CAREC development partners. Support the CAREC results framework. Collaborate with other CAREC development partners and monitor and prepare analytics on CAREC performance in the context of the results framework. Lead the RCI classification exercise to ensure RCI projects are identified and classified in the system. Review and comment on ADB's RCI-related economic and policy analysis work. Provide RCI assessments for and strengthen RCI focus of country partnership strategies (CPSs) and other relevant ADB documents. Help strengthen the CAREC brand recognition and communication strategy; implement outreach programs; produce high-quality knowledge sharing products. Collaborate with CAREC focals in EARD, Climate Change and Sustainable Development Department (CCSD), Sectors Group (SG), and with other ADB Departments and offices. Support coordination and cooperation with the CAREC Institute, Asian Development Bank Institute, the CAREC Think Tank Network, regional and non-regional think tanks/research and development organizations on enhancing analytical underpinnings of the CAREC Program. Oversee the performance of reporting staff with oversight from a more senior staff, providing clear direction and regular monitoring and feedback on performance.

Qualifications

You will need:

A University in Economics, Development Management, Public Policy, International Relations or other related fields; preferably at post-graduate level or its equivalent. At least 6 years of relevant professional experience in regional cooperation and integration, preparation and implementation of strategies, climate change, economic corridors, and other relevant areas. International experience working in several countries, including experience in CAREC countries. Analytical proficiency, and numerical skills. Written and verbal proficiency in English. Experience working in a diverse cultural context and work as a constructive team member. Please refer to the link for ADB Competency Framework for TI1.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
