Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The principal duty of the Rations Assistant is to work in collaboration with Troop and Police Contributing Countries TCCs/PCCs for food requisitioning, QA verification and timely food/services deliveries to TCCs/PCCs. The incumbent is also responsible for record keeping, acquisition plan, invoice verification for timely payment by Finance. The temporary position is based in Port au Prince and located in the Life Support Services Section. The incumbents will report to the Rations Officer, P3. ResponsibilitiesWithin delegated authority, the Rations Assistant will be responsible for the following duties: โข Assists the Rations Officer in implementing the rations operations, Quality Assurance (QA) procedures as they relate to the supply of food rations to the Mission; which includes, but is not limited to: Canned, Dry, Fresh and Frozen Rations, Bottled Water (BW), Prepared Food, Combat Ration Packs (CRP), and catering services; โข Assists in coordinating with the relevant parties of the rations supply chain such as the rations Contractor, the Troops, and other Missionโs logistics components to ensure that food provided services are in line with the operational requirements, Quality Management standards, and any other terms and conditions of the rations contract(s), and relevant Standard Operating Procedures (SOP); โข Assist in the development and/or update of Standard Operating Procedures (SOPs) related to any aspects of the food contracts, Quality Management, ordering and invoice processing and other aspects of the food supply chain; โข Assist in coordinating ERMS implementation and integration, including staff training. โข Assist in the management of Combat Rations Packs (CRP) and emergency bottled water, including sourcing, storage, and contingency distribution plans. โข ; Assists in the processes for monitoring consumption, inventory-control, stock-checking and write-off to ensure security availability and accountability of materials and assets; โข Provides inputs on Mission requirements, procurement-plan and cost-estimates for budget and acquisition planning; โข Participates in technical survey visits during Mission start-up and during implementation to ensure the most effective implementation of Mission's operational plans, as relevant; โข Provides technical inputs as required in the development and implementation of supply and service contracts, including in preparing Statements of Work, technical evaluations and presentations to Local Committee on Contracts; โข Develops, maintains and updates software and databases for tracking, reconciliation and accounting purposes; โข Assists in the implementation of internal controls for Contingent rations management and rations record management; documents cases of non-compliance or poor performance; โข Assists in monitoring and analysing contract performance to ensure compliance with contract terms, schedules and cost objectives; โข Assists the Contract Management Section/Unit in the resolution of contractual disputes in the course of contract implementation; โข Assist in the management, guidance, development and train staff under his/her supervision; โข Performs other related duties as required. EducationHigh school or equivalent diploma is required. Job - Specific QualificationTechnical certificate in food technology is required. Certification in inventory management and supply management is desirable. Work ExperienceA minimum of eight (8) years of progressively responsible experience in supply, inventory management, procurement, logistics support preferably in the field of food technology, HACCP, ISO 22000, including at least 3 years at the international level is required. Experience in the use of electronic Rations Management System (eRMS) or similar systems is required. Experience in managing support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in start-up operations is desirable. Experience in handling rations and catering contracts is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
