The Rations Assistant will report directly to the Chief of Unit, Supply Chief Supply. ResponsibilitiesWithin delegated authority, the Rations Assistant will be responsible for the following duties: โข Plan, execute, and manage rations operations in missions to ensure that the performance of the rations contract in the delivery of services meets/ exceeds clients' expectations and contractual requirements. โข Supervise the issuance of provision Food, Combat Rations Packs and Bottled Water as per requirement in accordance with delivery plan and schedule to all Sectors, Positions and OPsโ within the mission โข Supervise the process for monitoring consumption of rations and bottled water โข Ensure that Combat Rations Packs are being consumed as per approved consumption plan โข Monitor contractor's performance especially in terms of food safety, quality, and timely delivery of food and costs โข Conduct continual risk assessment for disruption of supply chain with the contractor and military / civilian counterparts and institute mitigating measures to ensure a continued supply of rations limiting exposure to the mission; โข Train and manage mission ration staff in the coordination and implementation of food safety, and food quality programs. โข Ensure that rations requisitions are properly prepared and reviewed such that they are issued/replenished in a timely and coordinated manner to ensure reliable flow of rations for the mission โข Participate in technical survey visits to ensure the most effective implementation of mission's operational plans. โข Monitor budget consumption against all purchases to ensure accurate expenditure in line with approved budget โข Develop, maintain and update software and databases for tracking and accounting purposes โข Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained to ensure proper accountability and audit trail โข Monitor and analyze rations contract performance to ensure compliance with contract terms, schedules and cost objectives โข Conduct training for newly arrived troops, including recipe preparation, menu planning, and weekly order processing. Provide support and assist in the implementation of a Rations Management System as needed. โข Provide input for Demand and Acquisition Plan for Rations Unit requirements and update it on quarterly basis โข Manages overall Rations unit input into the acquisition process, e.g., budget formulation, acquisition planning, development of scope of work, specifications, requisitions, participation in technical evaluations, submissions to Local Committee Contracts (LCC) โข Implement and update Standard Operating Procedures (SOPs) to ensure that the rations administration complies with existing rations guidelines and contract provisions, including reporting and invoice processing โข Ensure that routine Quality Control (QC) and Quality Assurance (QA) items and equipment are in place to validate the contractual terms and conditions. โข Plan and prepare cost estimates/budget implications and long-term forecasts of Organizationโs requirements for machinery, equipment, tools, materials, services, supplies, and utilities. โข Perform other duties as assigned by the Chief of Unit, Supply CompetenciesProfessionalism - Knowledge of supply operations, practices and contract management. Technical certificate in at least two of the following areas: food technology, project/contract management, inventory management and supply management is desirable. Work ExperienceA minimum of eight (8) years of progressively responsible experience in supply, inventory management, procurement, logistics support preferably in the field of food technology, HACCP, ISO 22000, is required. Experience in managing support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable. At least 3 years' experience at the international level is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
