Organizational Setting
The FAO Director-General has designated one Deputy Director-General as the Protection from Sexual Exploitation and Abuse (PSEA) Champion and senior level authority with cross-organizational access. The Protection from Sexual Exploitation and Abuse (PSEA) Specialist (Consultant) will be part of the Compliance Team in the Office of Emergencies and Resilience (OER) and support actions to plan and coordinate the implementation of PSEA related work at global, regional, subregional and country level.
The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for, and respond to, emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with the World Food Programme (WFP) of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises. The Director, OER serves as the focal point on PSEA matters in FAO.
The OER dedicated Management Support and Compliance Team supports selected Decentralized Offices in enhancing risk management, quality assurance and oversight of FAO emergency and resilience programming in collaboration with relevant business owners.
Reporting Lines
The PSEA Specialist works under the overall guidance of the Management Support and Compliance Team Leader/Senior Emergency and Rehabilitation Officer and the direct supervision of the PSEA Technical Officer.ย
Technical Focus
Support the implementation of FAO's PSEA related work at global, regional, subregional and country level.
Tasks and responsibilities
โข ย ย Support the planning and coordination of the development and strengthening of relevant strategies, policies, directives, guidelines, procedures and other corporate documents on PSEA.
โข ย ย Provide substantial technical support to the implementation of a victim/survivor-centred approach at the Institutional and country levels.
โข ย ย Contribute to the development of guidance briefing notes and talking points, monitor emerging trends, data and information relevant to PSEA and prepare FAO inputs to internal and external reports regarding FAO PSEA initiatives and results.
โข ย ย Respond to queries and contribute to the preparation of reports to Management, Governing bodies, etc. for review.
โข ย ย Collaborate with internal stakeholders to drive the development and implementation of the FAO PSEA Action Plan.ย
โข ย ย Technically support the implementation of standards and requirements under the UN Protocol on SEA Allegations involving Implementing Partners and in line with FAO PSEA Policy (AC 2024/09);
โข ย ย Provide technical support to the development of PSEA related tools and resources;
โข ย ย Provide technical support and guidance to PSEA Focal Points and other stakeholders in FAO country operations; and through the FAO PSEA Community of Practice.
โข ย ย Support the implementation of SEA risk management tools within FAO country operations.ย
โข ย ย Support the production of periodic compliance and internal control reports for focus countries by reviewing and contributing to the PSEA-dedicated section within these reports.
โข ย ย Support and/or Lead PSEA capacity development, training sessions and technical clinics, as required.
โข ย ย Contribute to the development and operationalization of accessible and inclusive SEA grievance mechanisms.
โข ย ย Support the PSEA Technical Officer in participating in inter-agency relevant PSEA and PSEA-related technical committees and working groups (such as the IASC PSEA Focal Points Group, UN PSEA Working Group, etc.) as required.
โข ย ย Perform any other related duties as required.ย

Minimum Requirements
โข ย ย University degree (Bachelorโs or equivalent) in political science, law, human rights, humanitarian affairs, international development or other relevant area.
โข ย ย At least 5 years (Category B) or 10 years (Category A) of relevant experience in Protection from Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), Safeguarding, Child Protection, Gender-based violence/Victim assistance or related area.ย
โข ย ย Working knowledge (level C) of English.

Technical/Functional Skills
โข ย ย Work experience in more than one location or area of work, with experience in field locations and humanitarian settings particularly desirable;

โข ย ย Experience working on prevention and response to sexual exploitation and abuse in humanitarian and complex emergencies particularly desirable;
โข ย ย Familiarity with the UN system and global coordination structures (e.g. IASC) an advantage;
โข ย ย Sensitivity and commitment to cultural diversity, gender issues and victim/survivor rights.
